Olintunttitt &me <br /> AD C cennu an Council aftip CCttg *let HUMAN RESOURCES AND ECONOMIC <br /> DEVELOPMENT COMMITTEE <br /> The January 22, 1986 meeting of the Human Resources and <br /> Economic Development Committee was called to order by its ' Chairman, <br /> Councilman Eugenia Braboy at 4 : 00 p.m. in the Council informal meeting <br /> room. <br /> Persons in attendance included: Councilmen Braboy, Voorde, <br /> Zakrzewski, Serge, Puzzello, and Beck; Jon Hunt, member of the Minority <br /> Affairs Council, Jeff Gibney, Eugenia Schwartz, Kathleen Cekanski-Farrand, <br /> and members of the news media. <br /> Councilman Braboy noted that she received, a letter from Steve <br /> Luecke regarding his concept of linked development. The letter dated <br /> January 21, 1986 was to be reviewed by the Council Attorney and Mrs. <br /> Schwartz regarding the legal aspects. Both attorneys noted a problem <br /> of taxation but__ they would review the, recommendation further. <br /> Councilman Braboy noted the need for developing-housing <br /> especially in light of Federal cutbacks . She stressed that the City <br /> needs to use imaginative steps to develop decaying ; areas around the <br /> beautiful downtown. She recommended that a follow-up meeting be held <br /> to discuss this concept. <br /> • <br /> The Council Attorney then briefly reviewed a memorandum from <br /> the State Board of Tax Commissioners dated November 27 , 1985, which was <br /> recently received by the City. The memorandum basically requires all <br /> cities to redesignate UDA areas as ERA areas by March 1, 1986. She <br /> noted that this would be a procedural type of resolution rather than <br /> substantive. She stated that she would work with Mrs. Schwartz and Mrs. <br /> Kolata to make sure that all steps were properly taken. • <br /> Mrs. Schwartz then updated the Committee on the IACT Legislative <br /> Committee meeting. She noted that a bill used under consideration before <br /> the State Legislature which addresses tax abatement. She noted that <br /> additional information would be received from the Lt.Governor' s office. <br /> It was noted that the initial resolution must be filed by <br /> January 29, for the City to comply with the November 27, 1985 memorandum <br /> from the State Board of Tax Commissioners. • <br /> Following further discussion by the Committee, the meeting • <br /> was adjourned at 5 : 00 p.m. <br /> Respectfully submitted, <br /> Eugenia Braboy, Chairman <br /> Human Rights and Economic Development <br /> • Committee <br /> ►RUS 40E900 ►UOIHMIR6 CO. <br />
