Qtummmttrt ttpnrt <br /> f . <br /> Wu tip mintawn &uttttj at t1 ctt1g of old fiend: COMMITTEE OF THE WHOLE <br /> The January 22, 1986 meeting of the Committee of the Whole <br /> was called to order by Council President Beverlie Heck at 5: 30 p.m. <br /> in the Council informal meeting room. <br /> Persons in attendance included: Councilmen Puzzello, Zakrzewski, <br /> Braboy, Beck, and Serge, Kathy Barnard, Jack Matthews, Eugenia Schwartz, <br /> Marva Leonard, Kathleen Cekanski-Farrand, and members of the news <br /> media. <br /> Council President Beck noted that the purpose of the meeting <br /> was to continue discussion on Substitute Bill No 104-85 addressing <br /> satellite dish antennas. <br /> Mrs. Schwartz then passed out to the Committee members two <br /> recent articles addressing satellite receivers and the role of the FCC. <br /> She noted that final rules from the FCC would be forthcoming. It was <br /> .4-pr recommendation that no further action be taken by the City Council <br /> until both she and the Council Attorney had the opportunity to review <br /> the final FCC Rules in this area. <br /> • <br /> Councilman Beck noted that Councilman Taylor had advised her <br /> of his concern over roof mounting. She also noted her concern regarding <br /> setback requirements and noted that flag poles and rocks are not considered <br /> violations currently by the City. Councilman Beck also noted that <br /> "Chicago antennas" have been installed throughout the City. She stressed <br /> that the City must be consistent when regulating antennas. <br /> Mr. Jack Matthews then reviewed ground mounting. He also reviewed <br /> side mounting requirements. Mr. Matthews also noted that "an assembled <br /> device" requires a permit thus satellite dish antennas would have a <br /> permit requirement. <br /> Kathy Barnard noted that the ordinance was to protect consumers. <br /> • <br /> Mrs. Schwartz noted that the interpretation of existing zoning <br /> laws and the issue of grandfathering were all issues which must be <br /> addressed. <br /> Council President Beck noted that safety and aesthetics were <br /> valid considerations. However she thought that roof mounting in <br /> residential areas should be addressed in any proposed ordinance. She also <br /> noted that she had not found this issue to be a "burning issue" by her <br /> constituency. <br /> Kathy Barnard noted that the permit requirement would cost <br /> $15. 00. <br /> Councilman Voorde noted a better understanding of the safety <br /> issues as well as the placement issues. <br /> , Ig PA[IS PURt1CNIIO CO. <br />
