OIDritnttnn 1114,port <br /> • <br /> Ohl hit Gomm &unril atilt Mfg of fDltt1j limb: HUMAN RESOURCES AND ECONOMIC <br /> DEVELOPMENT COMMITTEE <br /> The November 4, 1985 meeting of the Human Resources and Economic <br /> Development Committee was called to order by its chairman Eugenia Braboy <br /> at 4: 10 p.m. in thecCouncil informal meeting room. <br /> • Persons in attendance included: Councilmen Serge, Braboy, Puzzello, <br /> Beck, Taylor, Zakrzewski, Crone, Paszek, and Voorde; Jon Hunt, Eugenia <br /> Schwartz, Mike Vance, Ann Kolota, Hedy Robinson, and Kathleen Cekanski- <br /> Farrand. <br /> Councilman Braboy then called upon Jon Hunt for background information. <br /> Jon Hunt noted that a considerable amount of staff time had been spent <br /> evaluating what the new State law would mean in the area of tax abatement. <br /> He rioted' that basically there are two issues: the process and the criteria. <br /> Councilman Braboy noted that all of the information received today . <br /> would be for background purposes only and that no formal decisions would <br /> be made. She also noted that the Council has the final authority as to <br /> what criteria should be used when .establishing a three, six, or ten year <br /> tax abatement. <br /> Eugenia Schwartz then reviewed the law which allow- City Councils to <br /> grant 3, 6, or 10 year abatements. She noted that the new State law will <br /> take effect on January 1, 1986. <br /> Ann Kolota noted that on November 7th several members of the staff <br /> will meet with other- Economic Development personnel from other cities to <br /> discuss how their communities will handle petitions under the new law. <br /> Councilman Taylor specifically requested that the staff find out what fees <br /> were being charged for such petitions. <br /> It was also noted that the County Auditor and County. Assessor should <br /> be involved with the process since these two offices are part of the <br /> process. <br /> Councilman Braboy noted that minority hiring should be properly <br /> weighed and made a part of this process and perhaps strengthened from its <br /> current language in the ordinance. <br /> Councilman Crone noted that the impact of TIF should also be reviewed <br /> by the Council when considering new tax abatement criteria. <br /> Following discussion by the Committee the meeting was adjourned at <br /> 5: 15 p.m; and the Committee agreed to meet again on this topic on November 18 . <br /> Respectfully submitted, <br /> Councilman Eugenia Braboy <br />■.. ..... weeif. •u.l1.MIM• CO. - - <br />
