fllnmmWrr rpnr2 <br /> UM At Gammon Count-11 of iljr amp of ftimilj 'rnit: HUMAN RESOURCES AND ECONOMIC <br /> DEVELOPMENT COMMITTEE <br /> The October 28-,. 1985 meeting of the Human Resources and Economic <br /> Development Committee was called to order by its chairman Eugenia Braboy at <br /> 4;00 p.m. in the Council informal meeting room. <br /> • Persons in attendance included: Councilmen Beck, Puzzello, Voorde, <br /> Crone, Braboy, Taylor, Paszek, Serge, Zakrzewsxi; Ann Kolota, .Hedy Robinson, <br /> Harold Brueske, David Harrison, Jeff Gibney, and Kathleen Cekanski-Farrand. <br /> Councilman Braboy noted that the purpose of the meeting was to discuss <br /> two bills and one tax abatement resolution scheduled for public hearing. <br /> Hedyi Robinson then reviewed the background information for the tax <br /> abatement petition of Container Service Corporation. Mr. David Harrison <br /> noted that he would be re-locating his operation from. Dowagiac, ,Michigan to <br /> South Bend. He noted that his former location was recently destroyed by <br /> fire. <br /> Councilman <br /> Following discusssion by the Committee,/Robert Taylor made a motion <br /> • seconded by Councilman Beck that Resolutions 9G , (real property) and 9H <br /> (personal property) be recommended favorably to Council. The motion passed <br /> unanimously. <br /> Councilman Voorde then questioned what was happening with . the Griffith <br /> Industries moving to the Industrial Park. The Redevelopment staff did not <br /> have an update. <br /> The Council Attorney then reviewed Bill No. 119-85 which would amend <br /> the City Code regarding fees for legal. advertisements . Following discussion <br /> by the Committee Councilman Taylor made a motion seconded by Councilman <br /> Puzzello that this bill be recommended favorably to Council. The motion <br /> passed unanimously. <br /> Ann Kolota then reviewed Bill No.122-85 which would transfer $202,0(10 <br /> among various accounts within the division of Community Development. Upon <br /> a motion made by Councilman Beck seconded by Councilman Taylor the bill was <br /> sent to Council with a unanimously favorable recommendation. <br /> Councilman Braboy then brought to the Committee' s attention Bill No. <br /> 127-85 which is set for first reading at tonight' s Council meeting. She <br /> noted that it was filed to create anew economic development target area for <br /> the area known as Elm Street between Colfax and Western, and Olive Street <br /> between Western and Washington. It was also noted by Councilman Braboy that <br /> she would be requesting similar action on a separate procedure for "slum and <br /> blighted conditions" under the impact area designation. ' She also noted <br /> that this area was within a enterprise zone. <br /> Councilman Beck then inquired about the request of the Spinal Cord <br /> Injury not-for-profit organization. Councilmen Crone and Paszek spoke in <br /> favor of this request. Following much discussion, Councilman Puzzello <br /> made a motion seconded by Councilman Taylor that the Council would amend <br />. appropriation ordinances filed for Community Development Funds to allow <br /> this request. <br /> I.f( I.f.. o4EaFo ,w..,..
