finmtnittrr Rooar# <br /> Mu the Common (touutil of Or Mity of lawutil itnd: PUBLIC SAFETY COMMITTEE <br /> The August 5, 1985 meeting of the Public Safety Committee was <br /> called to order by. it Chairman Councilman Robert Taylor in the Council <br /> informal meeting room at 4 : 10 p.m. <br /> Persons in attendance included: Councilmen Zakrzewski, Taylor, <br /> Voorde, Braboy, Serge, Paszek, Puzzello and Beck; Kathy Barnard, MarWia;.. <br /> Leonard, and Kathleen Cekanski-Farrand. <br /> Councilman, Taylor noted that this would be the third meeting of <br /> the Committee to review Bill No. 56-85 commonly known as the Animal <br /> Ordinance. He then asked the Council Attorney to update the Committee . <br /> Mrs. Cekanski-Farrand noted that the substitute version handed out <br /> two weeks ago at the Committee meeting had not been substantially changed <br /> since that time . The ordinance was being fine-tuned but that there had <br /> been positive input from the Community, the Humane Society, and the <br /> Council working with the City Administration to have a good bill that <br /> could be enforced. <br /> Mrs. Barnard noted that the bill did address their major areas of <br /> concern and that she was satisfied that it could be enforced by the City. <br /> She noted that approximately 40% of her calls in the Department are animal <br /> related. <br /> Councilman Paszek, Councilman Braboy and Councilman Serge all noted <br /> their dissatisfaction with the Humane Society regarding the services <br /> currently being rendered within the City. It was noted that although there <br /> are two vans operating within the City that there is no service available <br /> in the evening. <br /> The Council Attorney suggested that the two issues be separated, <br /> namely the review of the animal ordinance and the services provided by <br /> the Humane Society. Councilman Taylor agreed with the recommendation. <br /> Following further discussion by the Committee on the Substitute <br /> version of. Bill No. 56-85, Councilman Beck made a motion seconded by <br /> Councilman Zakrzewski that this bill be recommended favorably to Council <br /> and that it be set down for public hearing on August 19th. The motion <br /> passed unanimously. <br /> It was noted that the Council could review the services being <br /> rendered by the Humane Society in light of their budget requests and the <br /> contract for services which expires at the first of the year. Mrs. <br /> Barnard stated that she would send copies of the current contract to the <br /> Council for review and input as far as changes they would like to see. <br /> Staggered hours which would allow some evening:;coverage by the vans was <br /> a suggestion. <br />
