anmmt tur 1114011 <br /> I <br /> coo tig Momnwn Comfit JOUR ettg 00,301 limb: HUMAN RESOURCES AND ECONOMIC DEVELOPMENT <br /> COMMITTEE <br /> The August 5, 1985 meeting of the Human Resources and Economic <br /> Development Committee was called to order by its Chairman Councilman Eugenia <br /> Braboy at 3:30 p.m. in the :Council informal meeting room. <br /> Persons in attendance included: Councilmen Taylor, Braboy, Puzzello, <br /> Beck, and Paszek, Eugenia Schwartz, Tom Brunner, Ken Fedder, and Kathleen <br /> Cekanski-Farrand, and Colleen Rosenfeld. <br /> Councilman Braboy called upon Colleen Rosenfeld to review Bill No. <br /> 91-85. <br /> Mrs. Rosenfeld reviewed a substitute version of Bill No. 91-85 (copy <br /> attached) which would transfer $27,993 among various accounts within the <br /> Division of Community Development. The Jobs Bill Funds must be closed out <br /> by the end of this month and therefore the transfer was necessary. All <br /> accounts being reduced had been completed. <br /> Several Councilmen voiced concern over handicapped access curb cuts <br /> and they were assured that the program would receive input and carried out <br /> accordingly. Following further discussion from the Committee Councilman <br /> Taylor made a motion seconded by Councilman Beck that the substitute version <br /> of Bill No. 91-85 go to Council faovrably. The motion passed unanimously. <br /> Councilman Beck noted that she had received a communication <br /> regarding "disability rights" which she will refer to this Committee at a <br /> later time for review. <br /> • Mr. Fedder then briefly reviewed Bill No. 89-85 which is a public <br /> hearing for a one million dollar E.D. Revenue Bond for GEM Partnership. He <br /> noted that there must be .a pre-designated target area in place before Bill <br /> No. 89-85 could be acted upon. He and Mr. Brunner, ; the attorney for GEM <br /> Partnership then explained why Bill No. 93-85 would have to be suspended and <br /> considered under special business. Presently there are three such target <br /> areas, namely Monroe - Sample, R-66, and East Bank. It was further noted <br /> that a maximum of 15% of the City could be so targeted (formerly the maximum <br /> was 25%) . He noted that there would be additional jobs and that the closing <br /> on the project was scheduled for August 14th. <br /> Following discussion it was recommended that Jon Hunt contact <br /> Councilman Braboy prior to the caucus to review his Department's position on <br /> theabove request.
