BILL NO. 06-22 <br /> ORDINANCE NO. ____________ <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING ORDINANCE NO. 10817-21, WHICH FIXES MAXIMUM <br />SALARIES AND WAGES OF APPOINTED OFFICERS AND NON-BARGAINING <br />EMPLOYEES OF THE CITY OF SOUTH BEND FOR CALENDAR YEAR 2022, TO <br />ESTABLISH TWO NEW FULL-TIME POSITIONS AND AMEND VARIOUS TITLES <br />AND SALARIES OF EXISTING FULL-TIME POSITIONS <br />_________________________________________________________________________ <br />STATEMENT OF PURPOSE AND INTENT <br />______________________________________________________________________________ <br />On October 25, 2021, the South Bend Common Council passed Ordinance No. 10817-21, <br />which fixed maximum salaries and wages of appointed officers and non-bargaining employees of <br />the City of South Bend for the calendar year 2022. <br />Since the enactment of Ordinance No. 10817-21, the City’s executive has asked the <br />Common Council to modify the list of positions in the referenced attachment to Ordinance No. <br />10817-21. This attachment consists of a list by title of all non-bargaining City positions and their <br />maximum salaries. <br />Specifically, this ordinance adds two full-time positions to this attachment which did not <br />exist in the original ordinance but which the City’s executive desires to hire in 2022 (Deputy <br />Director of Community Investment and Neighborhood Grant Specialist) and changes the title <br />and/or salary levels of a number of existing positions (Applications Developer II, Chief Innovation <br />Officer, Chief Planner, Building Commissioner, Deputy Director of Human Resources, Director <br />of Accounting & Budget, Director of Central Services, Director of City Finance, Director of <br />Facilities & Grounds, Director of Department Finance, Director of Treasury, Executive Director <br />of Community Investment, Manager – Applications, Manager – Cross Connection & Water Loss, <br />Preventative Maintenance Coordinator II, Project Manager – Engagement & Economic <br />Empowerment, Project Manager – Sustainability, and Supervisor – Accounts Payable). <br />The cost of the salary and benefits for these new positions and upgraded salaries is within <br />the adopted City budget for 2022. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South <br />Bend, Indiana, as follows: <br />SECTION I. Ordinance No. 10817-21 is hereby amended to include the non-bargaining <br />positions and maximum salaries set forth in the amended attachment to Ordinance No. 10817-21, <br />incorporated herein as Attachment A. The positions affected by this ordinance are highlighted for <br />ease of identification.
