Qimmmtt"PP iirpnl t <br /> OD fig Common afounrtl of tlir alitg of fioutli Personnel and Finance Committee <br /> The November 8 . 1984 meeting of the Personnel and Finance <br /> Committee was called to order by .its chairman, Ann Puzzello at 4: 00 <br /> p.m. in the Council informal meeting room. <br /> Persons in attendance included Councilmen Voorde, Serge, Crone , <br /> Puzzello, Braboy, and Beck; Morgan Peck, Mike Vance, Dave 'jells , <br /> John Leszczynski , and Kathleen Cekanski-Farrand. <br /> In response to Counciman Puzzello ' s question it was noted that <br /> "payment in lieu of taxes" was reduced approximately two years ago. <br /> Councilman Puzzello stated that this is the second day of <br /> reviewing the budgets for the Utlities . The Committee then reviewed <br /> the following proposed budget. <br /> Bureau of Solid Waste - Pages 56-57 $791, 326 <br /> This Bureau has a total of 24 employees. The Committee questioned <br /> what the status of the trash collection was and.John Leszczynski noted <br /> that Ten-Ech is working on a contractural basis at the Present time <br /> Councilman Braboy noted that a person contacted her and recommended <br /> that the City put dumpsters in various places for the residents , and that <br /> she would not be opposed to a rate increase. (The resident not firs . <br /> Braboy was in favor of the increase) <br /> ?organ Peck stated that he is trying to run his operation as <br /> efficiently as possible. The budget for 1985 is based on the same <br /> system as 1984. When he took over there were 9 ,000 customers , today <br /> there are 15 ,000. He noted that traveling 17 miles to the landfill, <br /> the senior citizen rate, the amount of down time, etc, all had an <br /> impact on the operation. Before it was $.35 per yard now it is <br /> $2. 00. Mr. Leszczynski stated that if anyone had a complaint that <br /> it should be called in immediately. Since each truck has a radio it <br /> can be dispatched to the location where the trash was mixed. <br /> In response to Councilman Voorde' s question, it was noted that <br /> there would be an operating deficit of at least $200,000. The 1983 <br /> figures would be supplied by 11r. Vance. The Ten-Ech proposal calls for <br /> a rate increase from $4.50 a month to $7. 00 if the same system is used <br /> Several specific line items were then discussed by the Committee <br /> members, and in particular Line-Item 399 regarding the $15 ,000 spent <br /> for billing services. <br /> Solid Waste Depreciation Fund - Page 69 $53 ,000 (an increase of <br /> 33`x) <br /> This budget would help pay for equipment such as a tacker, and <br /> related items listed in the fact sheet. SFr. Peck noted that he would <br /> be $6,000 short if he wanted to buy a 16-13 yard high compaction packer. <br /> Iw.. Iwu. otelo rogues. .6 co. <br />
