Mr. Cottrell stated the Board has <br />discussed the letter and asked legal counsel to prepare a response based on their discussion, as soon <br />as possible. <br />POLICE DEPARTMENT <br />APPROVE PERMANENT PROMOTION — STEVEN SPADAFORA <br />In a letter to the Board, Police Chief Hurley recommended that Sergeant Steven Spadafora be <br />promoted permanently to the rank of Lieutenant in the Uniform Division, K -9 Unit, effective <br />December 14, 2012. Chief Hurley stated in his letter that Sergeant Spadafora was placed in a special <br />assignment as a Lieutenant in the Uniform Division on December 14, 2011. Upon a motion made by <br />Ms. Vasquez, seconded by Mr. Collins and carried, the Chief's recommended permanent promotion <br />was accepted and approved. <br />APPROVE PERMANENT PROMOTION — MARK WALSH <br />In a letter to the Board, Police Chief Hurley recommended that Sergeant Mark Walsh be promoted <br />permanently to the rank of Sergeant, retroactively effective September 21, 2012. Chief Hurley stated <br />in his letter that PFC Walsh was placed in a special assignment as a Sergeant in the Uniform <br />Division on September 21, 2011. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins <br />and carried, the Chief's recommended permanent promotion was accepted and approved <br />ACCEPT AND APPROVE APPLICATION FOR RETIREMENT — RICHARD BISHOP <br />In a letter to the Board, Chief Charles Hurley submitted the Application and Declaration for <br />Retirement for Captain Richard Bishop, effective January 12, 2013. In his letter, Chief Hurley noted <br />that Captain Bishop has served the Department with loyalty and distinction during the last thirty-five <br />(35) years, and two (2) days. Chief Hurley joined the Board in wishing him success in his new <br />endeavors and thanking him for his years of service to the South Bend Police Department and the <br />citizens of South Bend. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, <br />the Chief's recommendation of approval of the application for retirement was accepted and <br />approved. <br />APPROVE 2013 -2014 POLICE DEPARTMENT WORKING AGREEMENT <br />Upon a motion by Ms. Vasquez, seconded by Mr. Collins and carried, the 2013 -2014 Working <br />Agreement between the City of South Bend, Indiana, and the Fraternal Order of Police, South Bend <br />Lodge No. 36, was approved. <br />
