titmmmtttn Squirt <br /> en the Common Qlounrtt of t1, fdttg of Omni NEttit HUMAN RESOURCES AND ECONOMIC <br /> DEVELOPMENT COMMITTEE <br /> The August 30, 1984 meeting of the Human Resources and Economic <br /> Development Committee was called to order by its chairman, Eugenia <br /> Braboy at 4:00 p.m. in the Council informal meeting room. <br /> Persons in attendance included: Councilmen Braboy, Paszek, Taylor , <br /> Crone, Voorde, Puzzello, Serge, and Beck, Zakrzewski and Serge, Jan <br /> Jankiel of the Chamber of Commerce, Eugenia Schwartz, Jon Hunt, Hedy <br /> Robinson, Ann Kolata, Irene Gammon, JoAnn Harper, Don Inks , members <br /> of the news media and Kathleen Cekasnki-Farran.d._ <br /> Councilman Braboy noted that the purpose of the meeting was to <br /> continue.a the. discussion of the tax abatement procedure. ordinance. <br /> The Committee focused on the following items for review: a general <br /> cleanup of language in the ordinance, a section addressing TIF, a <br /> section designating tax abatement impact areas, review of the SIC <br /> classifications, review of the petition forms, a review of the project <br /> description in light of negotiated tax abatements . A. considerable <br /> amount amount of time was spent on the pros and cons of negotiated tax <br /> abatements and possible procedures -to address them. <br /> Councilman Taylor stressed throughout the meeting that the. <br /> Common Council has the final authority in this area and he. <br /> recommended as much flexibility as possible. <br /> Mr. Jankiel of the Chamber of Commerce related his past experience. <br /> from Buffalo, New York.. He thought that the present ordinance. <br /> regarding the three major classifications for tax abatement was both <br /> practical and reasonable. He believed that these standards should not <br /> be changed. <br /> The. Committee had a full discussion on the job criteria and whether <br /> the current standard of 100 new permanent jobs should be changed. <br /> There was discussion on lowering the number, and also on including <br /> "new or retained jobs'." The Committee also spent a considerable <br /> amount of time discussing the redrawing of lines for tax abatement areas .. <br /> Jon Hunt noted that the. Council should be aware of all public <br /> incentives being given to a developer when seeking tax abatement. <br /> It was recommended that the Committee meet again on September 10th <br /> when a preliminary draft of the new tax abatement ordinance would be <br /> reviewed. Following further discussion Councilman Beck made a motion <br /> seconded by Councilman Puzzello- that the meeting be. adjourned.
