Russell Stapp, Architect <br />Property Owner: David and Rachel Hochstetler <br />Landmark or District Designation: East Wayne Street Local <br />Historic District, #7796-87 <br />Rating: Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE : Two story rectangular Renaissance revival steel frame structure <br />with painted brick exterior and hipped-roof with asphalt shingles. Three and four grouped steel casement <br />windows with stationary transoms and concrete sills. Brick flat arch and keystone at first floor lintels, central <br />entry projection with flat roof, molded cornice, quoins, stucco, carved motif above door, beveled stone door <br />surround, concrete stoop with metal railings. Balcony above with metal railings. Patterned brick in spandrels, <br />brick quoins. Corbelled brick chimney. Detached multiple car garage at rear. <br /> <br />ALTERATIONS: COA 1994-0901 allowed for the replacement of the concrete tile roof with asphalt shingles. <br />COA 2012-0229 allowed for the removal and replacement of an oak tree. COA 2012-0813 allowed for the removal <br />and replacement of the siding on the garage with “Maxiplank”. COA 2015-0709 allowed for the removal and <br />replacement of a dying black walnut tree. <br /> <br />APPLICATION ITEMS: “Add a second story office/guest room to existing single story garage. Existing flat roof <br />to be removed with new story to include a new hipped roof to match style and overhang of primary house. Second <br />story to be clad in fiber cement board and batten siding and to have either steel windows to match existing <br />property, or aluminum clad wood to match at a distance the original in operation and lite pattern. The <br />determination on windows will be based on supply chain availability and cost. Existing structure and garage doors <br />to remain. Small balcony on south side is included to comply with zoning setback requirements. Stain will be built <br />within the existing footprint and accessed from an existing exterior door opening – door to be replaced with more <br />appropriate design.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />Build a second story addition above an existing three-bay garage. The new addition will have a roof line that <br />mimics the main house and be clad in board and batten siding. The proposed siding will differentiate it from the <br />‘original’ structures of the property. Proposals for new windows are contingent upon supply availability; steel <br />casements or aluminum clad window options are being considered. The existing structure will be modified with <br />changes to the garage door façade (to include the installation of new brick) and replacing one wooden double hung <br />window with a new win dow. <br /> <br />Regarding ‘carriage house’ units in the neighborhood, generally: a small number of residences in the East Wayne <br />Street Local Historic District have garage/carriage house second story units (1344 and 1348 East Wayne Street, as <br />well as 1130 and 1246 East Jefferson). These structures are primarily garage bays on the ground floor with ‘half <br />stories’ under the roof. This project would create the first full 2nd story ADU in the East Wayne Street Local <br />Historic District. <br /> <br />STANDARDS AND GUIDELINES: EAST WAYNE STREET <br />III. NEW CONSTRUCTION <br />New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an <br />existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. <br />A. HEIGHT AND PROPORTION
