The November 14 , 1983 meeting of the Zoning and Vacation Committee was called <br /> to order by its Chairman Councilman. John Voorde at 5 : 00 p.m. in the Council <br /> Informal meeting room. <br /> Persons in attendance included Councilmen Beck, Voorde, Harris, Serge, <br /> •and Szymkowiak, Arthur Perry, Mr. Richard Van Overberghe, Jim,wensits, <br /> and Kathleen Cekanski-Farrand. <br /> Councilman Voorde noted that the purpose of the meeting was to consider <br /> three bills referred to the Committee for review and recommendation. <br /> Bill No 108-83 is a zoning ordinance for the area commonly known as 5200 <br /> West Linden. Mr. Perry is a member of and an attorney for the Archbishops <br /> Council No 5770, Knights of Columbus which has approximately 100 members. <br /> The area in question would be used for a permanent home for the Council. <br /> This organization is active in many civic affairs which aid handicap children <br /> and the underprivileged. It was noted that Mr. Joseph Colpaert has offered <br /> to give the land in question to the Council to be used as their new Council <br /> home. The Council must take this action within three years of the. offer. <br /> Fir. Perry then showed a map of the proposed plat of the Mayflower unit and <br /> pointed out parcels 174 through the first part of parcel 182'. The Area Plan <br /> Commission staff, thought the proposed use should be where the commercial <br /> use is projected. The Area Plan Commission however gave a favorable <br /> recommendation to the petition. Parking is based on square footage and <br /> noone remonstrated at the public hearing before the Area Plan Commission. <br /> Councilman Voorde then summarized the Area Plan report stating that the <br /> re-zoning would be subject to a final site plan if passed. Councilmen <br /> Serge and Szymkowiak spoke in favor of the zoning change. <br /> Following discussion by the Committee Councilman Szymkowiak made a motion <br /> seconded by Councilman Harris that Bill No 108-83 go to Council favorably. <br /> The motion passed unanimously. • <br /> The Committee then considered Bill No 99-83 which was a proposed zoning change <br /> for the area located at Bendix Drive and Cleveland Road. The area in question <br /> is approximately 40 acres and received an unfavorable recommendation from the <br /> staff and the Area Plan Commission itself. <br /> Councilman Serge then gave a summary of the APC report which stated that <br /> the Commission saw no reason to down-zone the area, and that the highest and <br /> best use was industrial. Councilman Serge noted that he had received a final <br /> site plan from Mr. Tom Reedy regarding the proposed industrial use and that <br /> a buffer zone of greenery was included. Councilman Serge met with Mr. Brock, <br /> president' of the Council Oaks Neighborhood Association and Mr. Brock found the <br /> final site plan to be acceptable. Their only concern was the possibility of <br /> noise and that if signalization was deemed warranted that the School City <br /> be obligated to pay for such traffic installations. Following discussion <br /> by the Committee, Councilman Szymkowiak made a motion seconded. by Councilman <br /> Harris to recommend Bill No 99-83 unfavorably to Council. The motion passed <br /> 3-1 with Councilman Beck in the minority. <br /> The Committee then considered Bill No. 102-83 which would amend. Section 21-170 <br /> of the City Code dealing with permitted signs in zoning districts.
