C5rm mtflre Erport PERSONNEL AND FINANCE COMMITTEE <br /> The July 11, 1983 meeting of the Personnel and Finance Committee was <br /> called to order by its Chairman Joseph. Serge at 5 :10 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included Councilmen Zielinski, Voorde, Beck, <br /> Serge, Harris, and Szymkowiak, Jon, Hunt, Colleen Rosenfeld, Eugenia Schwartz, <br /> Bonnie Strycker, Fred Richard, citizen member and Kathleen Cekanski-Farrand. <br /> Councilman Serge noted that the purpose of the meeting was to discuss <br /> two bills sent to Committee for review and recommendation. <br /> Bonnie Strycker reviewed Bill No. 64-83 which would appropriate <br /> $99 ,525 for the operation of the Youth Service Bureau Run-Away Shelter between <br /> July 1, 1983 and June 30, 1984. She noted that they received revenue from <br /> the Runaway and Homeless Youth Act ($60,0Q0) , Indiana Social Service Block <br /> Grant ($15 ,525) , County Welfare Department ($18,000) and $6 ,000 in private <br /> donations. Cutbacks have been made in the first two funding sources which <br /> have resulted in laying off one full time counsellor and one part-time family <br /> therapist. She is looking with City and County officials to restore the <br /> $26 ,500 in funding. She noted that we are in Region 5 which has the largest <br /> territory and which utilizes all of its Federal funds. Following further <br /> discussion Councilman Harris made a motion seconded by Councilman Zielinski <br /> to recommend Bill No. 64-83 favorably to Council. .. The motion passed unanimousl: <br /> Colleen Rosenfeld then reviewed Bill No. 69-83 which would create <br /> positions and fix maximum salaries for new jobs created by the JOBS bill <br /> for the Bureau of Housing and the Youth Service Bureau. Salaries were <br /> proposed to be consistent with existing City positions. <br /> Several complaints were voiced regarding the summer mowing program <br /> currently in effect. <br /> Following further discussion Councilman Zielinski made a motion seconded <br /> by Councilman Harris that Bill No., 69-83 be recommended favorably to <br /> Council. The motion passed unanimously It should be noted that Mrs. <br /> Rosenfeld passed out job descriptions for each of the newly proposed <br /> positions. <br /> There being no further business the meeting was adjourned at 5 :25 p.m. <br /> Respectfully submitted, <br /> Joseph Serge, Chairman <br /> race •ICU. • r ►VU.IHDe co. <br />
