PERSONNEL & FINANCE COMMITTEE <br /> The February 14, 1983 meeting of the Personnel & Finance <br /> Committee was called to order at 5:30 p.m. by its Chairman <br /> Councilman Joseph Serge in the Council informal meeting room. <br /> Persons in attendance included: Councilman Serge, Beck, <br /> Szymkowiak, Harris, Taylor, Zielinski, Crone, McGann, Voorde, <br /> Patrick Martin, Fred Kahn, Jim Cronk, Irene Gammon, Thomas Bodnar, <br /> Larry Johnson, Joseph Kernan, Brian Hedman, Bud Kahn, and Terry Miller. <br /> Councilman Serge noted that the purpose of the meeting was to <br /> discuss Bill #9-83, 10-83, and Resolutions 9B and 9C. <br /> Mr. Larry Johnson, Director, Human Rights Commission, made a <br /> presentation concerning a new position in the Department of Human <br /> Rights. Approximately six weeks previously the Council had taken <br /> action on an ordinance requesting a grant from the Department of <br /> Housing and Urban Development, which was needed to comply with regula- <br /> tions requesting a new position in this department. Federal funds will <br /> be used for funding. <br /> Councilman Zielinski mentioned that no further action was <br /> necessary and made a motion that Bill #9-83 be recommended as favorable <br /> when presented to the Council, seconded by Councilman Harris, and the <br /> motion carried. <br /> Councilman Serge called for discussion on. Bill #10-83. <br /> Mr. Brian Hedman, Director, Century Center and Fred Kahn, <br /> Chairman of the Hotel Motel Tax Board of Managers made presentations <br /> in favor of this bill. The Hotel Motel Tax Board lease is one that <br /> runs for twenty five years. The first $150,000 of collections that <br /> the Hotel Motel Tax Board collects county-wide goes toward paying <br /> board payment on the Century Center. Under the new lease, the <br /> next $150,000 can be used for promotions, conventions, and a visitors <br /> bureau. Should there be any loss in operation, 75% above in <br /> excess of $300, 000 can go to cover losses at Century Center. It <br /> gives the Hotel Motel Board some flexibility, and a savings package <br /> for both boards. It defines more what our expenses have been over <br /> the past five years, and covers the remaining twenty five years <br /> of the terms. <br /> Mr. Joseph Kernan, City Controller, mentioned that House <br /> Bill #1516 which would allow the St. Joseph County Treasurer to <br /> directly receive monies collected as room tax by Hotel&Motels in <br /> St. Joseph County, would go before the State for first reading <br /> sometime this week. Representative Lloyd Taylor will be attending <br /> the hearing and feels pretty confident in its passage. <br /> Councilman Zielinski made a motion that Bill #10-83 and <br /> Resolution 9C go to the Council favorable, seconded by Councilman <br /> Harris, and the motion carried. <br />
