Olnnuntiter EPpnrt PUBLIC SAFETY
The June 27, 1983 meeting of the Public Safety Committee was called to
order at 2 :0.0 p.m. by its Chairman Councilman John Harris in the Council
informal meeting room.
Persons in attendance included Councilmen Zielinski, Szymkowiak, Voorde,
Taylor, and Harris, Chief Brassel, Chief Thompson, John Leszczynski, Council
President Beck, Joseph Kernan, Dick Maginot, and Kathleen Cekanski-Farrand.
The purpose of the meeting was to discuss Bill No. 55783 which would
appropriate $175, 000 from the Municipal Bonds of 1981 Fund for centralized
communications and various Street Department equipment.
Mr. Leszczynski stated that this is the continuation of the remodeling of
the old City Jail for a centralized communication center. The total projected
cost would be $251, 000. Chief Thompson noted that the City has already waited
tbo long Upon questioning by Councilman Voorde who noted that the original
estimate was $226 ,000, Mr. Leszczynski stated that the new. total of $251,000
reflected the additional cost to remove various telephone lines. He further
added that a County-wide system was. a good idea however no one had joined the
City in this venture. He also noted that $90, 000 of the Bill' s money would be
to replace Street Department equipment such as two tandem trucks, a cab and
a chassis for Unit Two
Councilman Voorde noted that on May 18, 1983 . he wrote to all communities
that had attended the earlier council meeting addressing centralized .
communication. He stated that he had not received any response to this letter.
He believed that there were three basic problems to centralized.. communication,
namely technical, financial, and political. He further noted that -a County wide
committee to make sure that all systems are compatible may be a good idea.
Councilman Beck noted that enhanced 911 was still too far away and too
costly. Upon questioning,Mr. Leszczynski stated that the life of the new
system would be •7-10 years.
Mr. Kernan noted that between $171, 000 and $172, 000 in interest had been
earned on the bond money. Following further discussion Councilman Beck made
a motion seconded by Councilman Taylor that Bill No. 55-83 be recommended
favorably to Council. The motion passed 4-0.
There being no further business to come before the Committee, the meeting
was adjourned at 2 : 30 p.m:
•
Respectfully submitted,
•
John Harris, Chairman
•
•
Iw.[ Pwcec .
