He believed that an appropriation ordinance like this <br /> would be a positive step to take. <br /> Councilman Voorde noted that quarterly reports are not that helpful <br /> since the COP program is also to give quarterly reports, and the Council <br /> has yet to receive one. <br /> Councilman Beck questioned whether Jim Childs is aware of the public' s <br /> desire to reopen Michigan Street. Councilman Szymkowiak noted several projects <br /> that he had voted against in the past. Councilman Taylor asked for alternative <br /> if this bill,,would not be approved. <br /> Following further discussion Councilman Beck made a motion seconded by <br /> Councilman Serge that Bill No. 65-83 be recommended favorably to Council. <br /> The motion passed 3-1 with Councilman Harris in the minority. <br /> Councilman Beck then made a motion seconded by Councilman Serge that <br /> Bill NO. 66-83 be recommended favorably to Council. The motion passed <br /> 3-0 with Councilman Harris abstaining. <br /> Colleen Rosenfeld then reviewed Bill No. 67-83 which would appropriate <br /> $1,557,000 in supplemental Block Grant Funding, commonly known as the <br /> JOBS Bill. Job creation would be for those persons unemployed 15 of 26 <br /> weeks prior to March 24 , 1983. She offered a substitute bill which would <br /> delete $150,000 from the Commercial Rehabilition Loan Fund and place it <br /> in the Economic Development Capital Fund. Mr. Harrison explained that the <br /> $60 ,000 ear-marked for the Hope Rescue Mission would allow them to install <br /> a fire-alarm system required by State law by September 1, 1983, would allow <br /> tuck pointing in the building which was built in 1920, and would correct <br /> the heating system. Following further discussion Councilman Serge made a <br /> motion seconded by Councilman Harris that the substitute version of Bill No. <br /> 67-83 be recommended favorably to Council. The motion passed unanimously. <br /> Bill No. 68-83 which would appropriate $25,000 from the Community <br /> Block. Grant Fund for the rehabilitation of the Hansel Carriage House was then <br /> discussed. This project now qualifies for funding. It is proposed that the <br /> seconded floor be used as a parent educational center. The building recently <br /> had a fire and money would be used to help rehabilitate it. Councilman Beck <br /> made a motion seconded by Councilman Serge that Bill No. 68-83 be recommended <br /> favorably to Council. The motion passed 4-0. <br /> Councilman Harris made a motion seconded by Councilman Serge that the <br /> meeting be adjourned.
