fdnmmtitn Rrpnrt <br /> OP' <br /> U0 flit (Qomnuui mound! of to mug of ountii stns HUMAN RESOURCES AND ECONOMIC DEVELOPMENT <br /> COMMITTEE <br /> • <br /> The March 28, 1983 meeting of the Human Resources and Economic <br /> Development Committee was called to order by its chairman, Councilman Robert <br /> Taylor at 4 :40 p.m. in the Council informal meeting room. <br /> • Persons in attendance included Councilmen Voorde, Beck, McGann, Harris, <br /> Serge, Szymkowiak, and Taylor, Colleen Rosenfeld, Jon Hunt, Kevin Horton, <br /> Pam Meyers, Paulette Cass, Citizen Member; Dick Maginot, and Kathleen Cekanski- <br /> Farrand, and Glenda Rae Hernandez. <br /> Councilman Taylor noted that the purpose of the meeting was to discuss <br /> Bill Nos. 21-83 and 22-83 which are set for public hearing at tonight' s <br /> Council meeting. <br /> Mrs. Rosenfeld then introduced Pam Meyers to the Committee who is the <br /> new senior planner and formerly worked in Torrington, Con. <br /> • <br /> Bill No. 21-83 would appropriation 2,945,000 from the Community <br /> Development Block Grant Fund for the program year beginning April 1, 1983 <br /> and ending December 31, 1983. She noted that three areas would not be a <br /> part of this appropriation, namely, the Section 108 loan grant final payment, <br /> the unspecified local option and the nonprofit rehabilitation program. <br /> She then outlined the bill by each activity category. <br /> Councilman Serge again brought up the fact that Muessel Grove tennis <br /> courts were not included within the appropriation ordinance. He noted that <br /> he has been begging for 12 years to correct the direction of the tennis <br /> courts. Following disucssion Councilman Serge made a motion seconded by <br /> Councilman Harris that a portion of the unspecified local option funds be <br /> used to correct this problem. Motion passed unanimously. Jon Hunt noted <br /> that the park was not within a targeted area. <br /> • <br /> Mrs. Rosenfeld noted that less than the 20% maximum was being used for <br /> administrative staff and that the staff has been cut from 56 to 42 employees. <br /> It was also noted that Oscos has a month to month lease. Upon questioning <br /> regarding the possibility of opening- Alp Michigan Street, Mr. Hunt stated <br /> that he would like to have• an Executive Session to discuss it. It was also <br /> noted that the Head Start Parent Resource Center needs a waiver from HUD and <br /> that the Hansel Center needs an update from United Way regarding the Carriage <br /> House. Both of these activities would not be included within the <br /> appropriation ordinance. Following discussion Councilman Serge made a motion <br /> seconded by Councilman Beck that the bill be reported favorably to Council. <br /> The motion passed unanimously. <br /> • <br /> Councilman Szymkowiak questioned the Mayor' s project for the Western <br /> Avenue business -area. He was told that no community development funds would <br /> be used at this time, and that the project would start with a feasibility <br /> study funded through revenue sharing. <br /> Mrs. Rosenfeld then passed out Substitute Bill No. 22-83 which would <br /> transfer $1,552,246 among various accounts within the division of Community <br /> Development. She noted that much of this money was reprogramed. from 1979 <br /> through 1982. The bottom line in the Substitute Bill was identical to the <br /> original bill. It was noted that there would be no annual spring clean up this <br /> ring. reg.. . rua,.MIMO CO. <br />
