QIItminttttr: rport <br /> �In the Qlmmnu n Qlounra of tip Tall ,af*fluff, wrnd: RESIDENTIAL NEIGHBORHOODS COMMITTEE <br /> The March 19 , 1982 meeting of the Residential Neighborhoods Committee <br /> was called to order by its Chairman, Councilman Beverlie Beck at 3: 30 p .m. <br /> in the Council Meeting Room. <br /> Persons in attendance included: Councilmen Szymkowiak, Beck, McGann, <br /> Crone, and Voorde, Mrs. Donna Brayton and her mother, John Birong, Mr. and <br /> Mrs . Pordon, Don Napoli, Mrs . Ruth Hoober, and Kathleen Cekanski-Farrand. <br /> Councilman Beck stated that the purpose of the meeting was to discuss <br /> Bill No . 25-82 proposing the vacation of an alley for the River Park Library. <br /> Councilman Beck was handed a petition dated March 17., 1982 which included <br /> 20 signatures of persons who were against the proposed vacation. (Attached) . <br /> Mrs . Beck also passed out minutes of the Board of Public Works meeting of <br /> March 8, 1982 wherein they recommended the vacation favorably. <br /> Councilman Beck then introduced Mr . Don Napoli who gave the following <br /> update. He noted that the River Park Library would be a 7500 sq. ft . building <br /> with 28 parking spaces . It would be located on four lots all presently <br /> owned by Mrs . Ruth Hoober. Two homes would be torn down and her real estate <br /> office would• be relocated. All zoning setbacks would be met, and it would be <br /> located across the street from the Potawatomi Greenhouse. He noted that the <br /> east-west alley would be widened from 14 feet to 22 feet in order to allow <br /> for a turning radius . It would be paved, it is presently a dirt alley, and <br /> would be plowed in the winter. Several telephone poles would be moved. The <br /> north-south alley would be closed. He noted that several other configurations <br /> were tried but this was the only one which would allow the building to be <br /> located on these four lots . As proposed, it would be two blocks away from <br /> the existing branch library. <br /> This branch library would replace the rented facilities which they have <br /> used on a ten-year lease basis . - Rent has increased from $2,500 to $4, 500 <br /> and the present location was to small and not energy efficient . Usage since <br /> 1977 has increased 70%. Mr. Napoli then showed blueprint drawings and an <br /> architect' s drawing of the facilities . <br /> Several questions were then asked about the proposed location. Mr. Napoli <br /> noted that all of the mature trees in the area would try to be retained, <br /> and that all four branch libraries would be indentical in size. The project <br /> was ready to go out for bids . <br /> Councilman Szymkowiak believed that the branch library as proposed would <br /> be an asset to the neighborhoods . <br /> Mr. and Mrs . Pordon spoke against the proposed vacation and believed <br /> that the building would be obsolete in ten years . <br /> Councilman Beck noted that if the branch library could not be located <br /> in the proposed area that the River Park Library branch would be dropped <br /> • <br /> /RIE PRSSS olgaipa PUBLISHING CO. <br />
