Tomlin larpnrt <br /> Mu the flnutnwtt U ornwU atilt Ulm of f lutll unfit PERSONNEL AND FINANCE COMMITTEE <br /> The March 22, 1982 meeting of the Personnel and Finance Committee was <br /> called to order by its Chairman, Councilman Crone at 3: 00 p .m. in the Council <br /> Meeting Room. Persons in attendance included: Councilmen Szymkowiak, Voorde, <br /> Zielinski, McGann and Crone; Mayor Parent, Joseph Kernan, John Leszczynski, <br /> Marchmont Kovas and Kathleen Cekanski-Farrand. <br /> Councilman Crone stated that this meeting of the Personnel and Finance <br /> Committee was being called at the request of the .City Administration. She <br /> noted that this Committee had met previously to discuss the Bill which would <br /> change the budgetary procedure ordinance, now proposed as Bill No. 27-82 and <br /> which is set for public hearing later this evening. <br /> Mrs . Crone then passed out a Proposed substitute version of Section 2-92 <br /> which would in effect require that the Salary Ordinances make reference to <br /> the position and budgeted figures for salary and wages in the Budget Ordinance, <br /> similiar to the procedure used by the County. <br /> Councilman Crone stressed that the bill was a sincere effort to establish <br /> procedures governing budgets and expenditures which would be in everyone's <br /> best interest. She noted that it was not an attempt to harrass the <br /> administration but rather was a bill to;,improve the guidelines established <br /> last 'year in the Budgetary Procedure Ordinance. <br /> Mayor Parent stated that the reviewing of salaries at budget time has not. <br /> been the practice. He believed that to do so would be a mistake. He stressed <br /> that the salary ordinance was a tool in building the budget. The Mayor <br /> further stated that the new ordinance would promote a discussion of personalities <br /> and would politicize demotions . . He believed that the bill was really an <br /> attempt to "interrupt the efficient management of government He summed up <br /> the bill as a "solution looking for a problem" . Mr. Kernan echoed many of the <br /> Mayor's remarks : <br /> The Committee then discussed each of the sections . Councilman Crone <br /> noted that she had asked for a breakdown of the Community Development <br /> Department weeks ago and still received no. response. She also noted <br /> that she had requested input from the City Administration beginning last fall <br /> on the Budgetary Procedure Ordinance, and again received no response. <br /> Following a considerable amount of discussion about the bill, the Mayor and <br /> Mr. Kernan then left. <br /> The Committee recommended that Section 2-91A of the bill be retained, <br /> however substituting ordinance language where resolution is presently included. <br /> They also recommended that Section 2-91B have the 48 hour notice requirement <br /> struck from the bill . The Committee further suggested that the original wording <br /> of Section 2-92 with some minor language changes be recommended favorably <br /> rather than the substitute version. <br /> fll[[ PR[[[ PUBLISHING CO. <br />
