Lrnb: <br /> Personnel and Finance Committee <br /> The September 29, 1980 meeting of the Personnel and Finance <br /> Committee was called to order by its Chairman, Councilman Beverly <br /> D. Crone, at 6 :00 p.m. <br /> Persons in attendance included the following: Councilmen Crone, <br /> Beck, Voorde, McGann, Serge, Szymkowiak, and Kopczynski; Citizen <br /> Member Konnie Beasley; City Attorney Richard Hill; and Council <br /> Attorney, Kathleen Cekanski-Farrand, <br /> Chairman Crone announced that the purpose of the meeting was to <br /> discuss Bill No. 106-80, a bill proposing the inclusion of a new <br /> Article 17 in the Municipal Code entitled "Rates Charged for Public <br /> Records and Fees Charged for Legal Advertisement., " <br /> Chairman Crone then asked Councilman Voorde, the sponsor of <br /> the Bill, to give some background behind it, <br /> Councilman Voorde highlighted that he had initiated this Bill <br /> at the request of the. City. Clerk' s office, He noted that funds are <br /> presently running out-in the Clerk' s budget for such legal advertise- <br /> ments. He suggested that a discussion on "the need" of such a bill <br /> may be in order, <br /> The Committee then reviewed Bill No 106--80 by section, Consi- <br /> derable discussion took place on Section 2-205 which is entitled <br /> "Rates Charged for Public Records " <br /> City Attorney Richard Hill then gave an overview to the fee <br /> structure presently being charged. He noted that the Engineering <br /> Department, Board of Public Works, and Building Department are <br /> presently charging for documents. - He stated that he was uncertain as <br /> to the origin of charging for these documents , but would check into <br /> the matter further, <br /> Councilman McGann suggested delegating to the Board of Public <br /> Works the role of setting charges for duplication of documents, and <br /> certification of documents, <br /> Discussion then took place on Section 2-206 entitled "Fees for <br /> Legal Advertisement, " Councilman Voorde noted that the three areas <br /> included, namely: Tax abatements, rezonings, and voluntary annexations , <br /> are all areas where the petitioners were receiving a benefit. The <br /> Council Attorney and City Attorney then briefly reviewed the state <br /> law pertaining to legal advertisements. A paper documenting the <br /> legal advertisement costs in these three areas, was then circulated. <br /> Following discussion, Councilman Voorde made a motion to strike <br /> Section 2-205 as presently written and substitute a declaration of <br /> ',mac r,uf PUeLIIHINO CO. <br />
