All rights reserved.

This is EXHIBIT A, consisting of 14 pages, referred to in
and part of the Agreement between Owner and Engineer
for Professional Services dated , .
Engineer’s Services

Article 1 of the Agreement is supplemented to include the following agreement of the parties.

Engineer shall provide Basic Services, per the South Bend LaSalle and Colfax Streetscape Conceptual
Plan provided by the City of South Bend (Attachment A), as set forth below. Based on previous
discussions with City staff, the following is our understanding of the required Scope of Work:
1. This project will be separated out into two design and construction phases. Phase One will include
LaSalle Avenue roadway improvements. Phase Two will include Colfax Avenue and Gintz Drive.
2. Full depth reconstruction of both LaSalle and Colfax Avenues is to take place between the St.
Joseph River and Hill Street.
3. Street improvements east of the Hill Street intersections will consist of pavement striping only.
Curbs, sidewalks and other existing features will remain in place.
4. Street improvements are to be included for Gintz Drive (between Colfax Avenue to Seitz Park).
Consideration of grades, elevations and access to the recently constructed development and into
Seitz Park will be critical for this portion of the project.
5. It is noted that two roundabouts are shown on provided conceptual plan. While these proposed
roundabouts are not a part of this project, the topographic survey services are to pick up the
existing conditions around these intersections.
6. Full topographic survey services are required from Dr. Martin Luther King Drive to the east side of
the Hill Street intersection. Topographic survey services for the remainder of the street east of Hill
Street are to only pick up curbs, sidewalks, trees, roadway and any other above ground site
features.
7. Due to the age of the existing water main line within the areas of street total reconstruction,
replacement of these lines may be required during construction operations.
8. Intersection signal improvement are not anticipated at the LaSalle Avenue and Hill Street
intersection. Improvements to the existing signal system may be required at Colfax Avenue and
Hill Street.
9. For this contract, it is understood that improvements on the bridge over the St. Joseph River may
only include pavement striping. The Engineer will coordinate with the City and County during the
design process to determine if any additional improvements besides pavement striping should be
considered. If this is found to be the case, an professional service agreement, will be submitted to
the City for consideration.

PART 1 – BASIC SERVICES
A1.01 Topographic Survey
A. Topographic Survey Activities:
The Engineer has reviewed the proposed concept drawing, aerial photographs as well as driven the site
limits to obtain a thorough understanding of the task at hand. Per the conceptual drawing for this project the
existing site conditions are mostly comprised of roadway corridors of various widths and parking areas of
various configurations. There is approximately 8,000 lineal feet of roadway within the project limits. It
appears that there is a significant amount of vehicular traffic within the project limits, therefore it will be
