• <br /> Qlummintr nri <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> J!u tile (Comm (lloutuil of UN C of$uldli Send: <br /> The October 27, 1980 meeting of the Human Resources and <br /> Economic Development Committee was called to order at 5:30 p.m. <br /> by its Chairman, Councilman John Voorde in the Council Meeting room. <br /> Persons in attendance included Councilmen Crone, Voorde, Beck, <br /> McGann, Dombrowski., and Taylor; Pat McMahon, Attorney Richard Mintz , <br /> Bill York, Citizen Members Marc Brammer, and Christopher Davey, and <br /> Council Attorney Kathleen Cekanski-Farrand. <br /> The purpose of the meeting was to review the tax abatement <br /> petition filed for the property located at 305 West Jefferson. <br /> Chairman Voorde then reviewed the Petition and the October 17, <br /> 1980 Redevelopment Report with the Committee. He noted that the report <br /> concludes that the area does qualify as an urban development area which <br /> has been bypassed or under-utilized. <br /> Pat McMahon emphasized that the building hass been unoccupied for <br /> over a year, and that approximately $80,000 would be spent on rehabilita- <br /> tion of the property. <br /> Attorney Richard Mintz stated that his client Bill York had entered • <br /> into a land contract for the property with the present owners Jim and <br /> Margaret Locker. He and Mr, York noted that construction had not begun, <br /> and that jobs would be increased from 11-15, <br /> Councilman Crone questioned whether the property in question actually <br /> satisfied the criteria set forth in the ordinance, Chairman Voorde <br /> then read each of the criteria contained in the tax abatement law. <br /> Citizen member Brammer believed that the area is assessed high, and <br /> that in his opinion the improvements were substantial. <br /> Following more discussion, Councilman Taylor made a motion to <br /> recommend favorably the petition for tax abatement for 305 West Jefferson, <br /> Councilman McGann seconded the motion. The motion passed by a 3-1 vote <br /> with Councilmen Voorde, McGann, and Taylor in the majority, and <br /> Councilman Crone in the minority. Councilman Crone explained that <br /> she believes that the Council should look at what the City is doing with <br /> tax abatement. <br /> Councilman Voorde noted that this project would be considered at <br /> tonight' s Council Meeting as Resolution 9-B. <br /> There being no further business to come before the Committee the <br /> meeting was adjourned at 5:50 p.m. <br /> Res ectfully s• .mitted, <br /> • <br /> Jo n Voorde, <br /> Ch irman <br /> • FREE PRESS O PUBLISHING CO. <br />
