f un ilner &part P RSONNEE, AND FINANNCE COMMITTEE <br /> Riu the tt[nmuwu QQouuril of tip OUR of*mill limb: <br /> The October 27 , 1980 meeting of the Personnel and Finance Committee <br /> was called to order by its Chairman, Councilman Beverly D. Crone, at <br /> 5:00 p.m. in the Council Meeting room. <br /> Persons in attendance included: Councilmen Crone, Voorde, McGann, <br /> Beck, and Szymkowiak, Chief Deputy City Attorney, Robert M. Parker, <br /> and Council Attorney Kathleen Cekanski-Farrand. <br /> The purpose of the meeting was to discuss Bill No. 127-80, the <br /> proposed annexation of property located at Cleveland and Maple, <br /> Mr. Parker reviewed the background of the Bill. He noted that <br /> originally it started out as a voluntary annexation but then <br /> turned into an involuntary annexation. The property included approximately <br /> 9 1/2 acres of land bordered on the west by Maple Road and on the south <br /> by the Tndiana East-West Toll Road. <br /> The request is coming from the St. Joseph Bank and Trust Company of <br /> South Bend which anticipates building a branch bank at the location. <br /> Since there was not enough continguity as originally proposed to satisfy <br /> the 51% requirement, the involuntary route was the easier route to go. <br /> With the land as presently proposed, it would be 81% contiguous. <br /> Mr. Parker noted that sewers are already at the location, and that <br /> the City would not supply water to the location. He further explained <br /> that a temporary unit such as a trailer would be initially used, and if it <br /> had satisfactory results then a permanent structure would be built., He <br /> believed that the. Board of Public Works is being petitioned to allow the <br /> trailer at the location for a one year period. <br /> The Committee questioned whether the petition for rezoning would be <br /> for the entire track, and were informed that it was. The Committee also <br /> questioned the area of legal advertisement costs, Mr. Parker stated <br /> that the fee would be approximately $300. 00, and that he had discussed <br /> this matter with Mr. Lloyd Taylor, No resolution of the fees had been <br /> reached. Mr. Parker did note however, that by going the involuntary <br /> route it resulted in a time saving devise for the Bank. <br /> Following discussion, Councilman McGann made a motion to report <br /> Bill No. 127-80 favorably to the Council. Councilman Voorde seconded <br /> the motion.
