•
Canmmttfrr Erinrt
On fie (IInmmnn CtIounrll of fop Uli1H of ftn f1 Fntt: Public Works Committee
The April 8, 1981 meeting of the Public Works Committee was called
to order by its chairman, Councilman Joseph Serge at 4 ; 00 p.m. in the
Council meeting room.
Persons in attendance included: Councilmen McGann, Voorde, Crone,
Serge, and Szymkowiak; City Engineer John Leszczynski; Sean Watt, Manager
of Transportation; Marchmont Kovas, and Kathleen Cekanski-Farrand, Council
Attorney.
Councilman Serge announced that the purpose of the meeting was to
discuss the idea of restricted parking in residential neighborhoods. He
then turned the meeting over to Councilman Szymkowiak.
Councilman Szymkowiak stated that there were many reasons why -restricted
parking in residential neighborhoods is needed. He noted that with
restricted parking from 7 : 00 a.m. through 5 : 00 p.m. each weekday which
would correspond to the even and odd days of the month and sides of the
street, the Street Department would be able to provide better street
sweeping, leaf pick-up, and snow removal services. He stated that he has
advocated such a program for over 16 years.
John Leszczynski and Sean Watt voiced favorable comments on the need
for some type of restricted parking in the residential areas. -
Councilman McGann stated that he would prefer a starting time of
8 : 00 a.m. or 8:30 a.m. in light of the many persons who begin work at that
fime. - - -• - -
Councilman.'Voorde stated that he believed that additional information
is needed before the Council could look into this project further. Councilma.
Voorde requested the City Engineer to determine whether street signs were
needed and if so to determine the number, cost, and cost of maintenance.
He also requested the number of- residential blocks which would be affected.
• Councilman Voorde then suggested alternatives to Councilman
Szymkowiak' s plan, namely: (1) Restrict parking from 9 a.m. to 2 p.-m. ; -(2)
Prohibit parking on the odd side of the- street on Monday and Tuesday, and
on the even side of the street on Wednesday and Thursday; (3) that residentia
streets with one-side only parking would not be affected; (4) that there
would be no restrictions on Friday, Saturday, and Sunday; and (5) that the
program not begin until September 1st or October 1st. -
A considerable amount of discussion followed with Councilman Voorde
further suggesting that the Police Department should also be contacted about
such a program.
Councilman Szymkowiak again reviewed why he believed the 7 : 00 a.m. to
5 : 00 p.m. restriction would be better. He then suggested that persons
such as Tom Gargos from the Police Department and Ralph Wadzinski from
Traffic and Lighting be present at the next meeting.
!MCC PRESS Isjou rUCLICNIN6 CO. -
