fltnmmittu ar,pitrt <br /> On the elnmmnn Council atilt CV of eaut'il lArnb: PERSONNEL AND FINANCE COMMITTEE <br /> The July 9, 1981, meeting of the Personnel and Finance Committee <br /> was called to order by its Chairman, Councilman Beverly D. Crone, at <br /> 2 : 00 p.m, in the Council informal meeting room. <br /> Persons in attendance included Councilmen: McGann, Serge, Voorde, <br /> Crone, Szymkowiak, and Beck; City Clerk Irene Gammon, Robert Potvin, <br /> Eugenia Schwartz, Kathleen Cekanski-Farrand,and members of the news media. <br /> Councilman Crone noted that the meeting was called to review Bill <br /> No. 63-81 regarding fees charged by the Police Department for certain services <br /> and to review salaries for elected officials in light of the New Home <br /> Rule legislation. <br /> Councilman Crone stated that she had been in contact with Mr. Potvin <br /> regarding various provisions of Bill No. 63-81. In light of House Enrolled <br /> Act No. 1395, it was suggested that "Gun Permits $5..00" be deleted from <br /> Section II of Bill No 63-81. It was explained that the State law took <br /> effect upon passage. It mandates that the law enforcement agency which <br /> accepts an application for a handgun license shall collect a $5. 00 <br /> application fee. This fee would be refunded if a license is not issued, <br /> and must be 'deposited into the law enforcement agency' s firearms training <br /> fund. A separate bill establishing a dedicated fund would be introduced <br /> later following further information from the State Board of Accounts. <br /> Discussion then took place on Notary charges and whether they should <br /> be included. Mrs. Schwartz stated that the City Attorney' s office would <br /> look into this. <br /> Councilman McGann suggested checking the fees regarding fingerprinting, <br /> and whether that would be changed in addition to the gun application fee. <br /> Councilman McGann made a motion to delete "Gun Permits $5. 00" from <br /> Section II of Bill No 63-81, and to recommend the Bill favorably as <br /> amended to the Council. Councilman Szymkowiak seconded the motion. The <br /> motion passed 4-0. <br /> Councilman Crone then explained that the new Home .Rule, Legislation <br /> permits the City Council to set elected officials salaries on an annual <br /> basis. The Council Attorney noted that since an ordinance was already in <br /> effect setti- , elected officials salaries, that a new ordinance would not <br /> be necessary unless the salaries were going to be changed. Councilman <br /> Voorde and Irene Gammon noted that that was also their understanding based <br /> on the conferences they had attended. <br /> Councilman Voorde made a motion to keep the elected officials salaries <br /> as presently established, unless the State Board of Accounts informs the <br /> City that another ordinance is necessary. Councilman McGann seconded the <br /> motion. The motion carried. <br /> Councilman Beck gave an update in the dog and cat license procedure <br /> presently in effect in Elkhart.
