f)nmmfitrr &port <br /> �u ttie minim" (Iounrit of tr Q) of onn#t wrnd: HUMAN RESOURCES AND ECONOMIC <br /> DEVELOPMENT COMMITTEE <br /> The July 23, 1981 meeting of the Human Resources and Economic Development <br /> Committee was called to order by its Chairman, Councilman John Voorde at <br /> 4:30 p.m. in the Council meeting room. <br /> • <br /> Persons in attendance included: Councilmen Crone, Voorde, McGann, Taylor, <br /> and Beck; Marzy Bauer, Jon Hunt, and Kathleen Cekanski-Farrand. <br /> The meeting was called to discuss Bill No 65-81, a Bill which would <br /> appropriate $3, 720,500 from the Community Development Block Grant Fund for <br /> 1981-1982. <br /> Councilman Voorde then turned the meeting over to Marzy Bauer, Director <br /> of Community Development. <br /> Mrs. Bauer noted that a new resolution would be before the Council Monday <br /> night.- She explained that South Bend was still in the running for "The <br /> Rental Rehabilitiation Demonstration Program". It would use single family <br /> homes and make them eligible for Section. 8 certificates (rent supplements) , <br /> Section 312 .loans; and technical assistance. <br /> Mrs. Bauer then reviewed Bill No 65-81. She noted that this is the <br /> 3rd year of using the strategy areas, thus the boundaries will have to be <br /> reviewed in the near future. <br /> She also indicated that the Administrative salaries will vary from the <br /> original summary since they were submitted at 5% and were approved at approxi- <br /> mately 7%. <br /> Several Councilmen then questioned the purpose of various programs. Mrs. <br /> Bauer expained that the boilers- proposed for the YWCA would come under the <br /> "multi-family Rehab" category. They are requesting $78, 000 of the $100,000 <br /> total. <br /> • <br /> Mrs. Bauer noted that $80, 000 of the 1980-1981 monies is left for <br /> lighting; that $200, 000 is left for "General Street and Lighting Improvements" . <br /> Councilman Taylor said that the streets in the strategy areas are already in . <br /> good condition, however Mrs. Bauer noted that such monies could be used for <br /> curbs and catch basins. She would check to see if such funds could be used <br /> in converting the lights to the sodium type. <br /> The $25, 000 tennis court resurfacing would be for Studebaker; and the <br /> $60, 000 soft ball diamond lighting would be for Walker. <br /> Much discussion then took place on the future use of the vacpnt:.area <br /> left in the downtown after recent demolition. Mrs. Abuer noted that Steve <br /> Compton was asked to develop various plans for the area. Councilman Taylor <br /> then made a motion seconded by Councilman Crone that the Human Resources and <br /> Economic Development Committee recommend that the City Administration pursue <br /> the prossibility of creating a "village green" with an combination of green <br /> /wt[ PREJI stea0.
