budget. It is proposed at $541, 889 for an overall increase of 12%.
He said that no CETA employees would be replaced. Sherrie Petz explained
that the group insurance account was figured wrong last year thus they
were requesting an 81% increase. However Councilman Crone pointed out
that in 1980, line 330 "print" had $6, 000 unexpended out of $9, 000. It
was indicated that since ticket printing is on an irregular schedule, that
that may have been why funds were left.
MISCELLANEOUS
Councilman Crone requested Mr. Kernan to provide the totals of the
110 and 130 accounts.
Councilman McGann suggested that $4, 000 of the "special pay"
category in Emergency Medical Services be broken out.
The Committee requested a copy of the parking garage bond schedule.
Councilman Crone questioned the Group Insurance costs. Sherrie
Petz indicated that single coverage is $22,91 x 24 time per year; and
family coverage is at $14. 00. Fire and Police were at higher rates. She
indicated that a 15% "cushion" was then added to the figures to cover
possible rate increases. Mr. Kernan emphasized that this was a difficult
area to predict costs.
Councilman Crone then questioned Mr. Kernan of the total number of
CETA personnel which would be picked up by the City in 1982. He indicated
that there would be 14, 5 at Century Center, 2 in Solid Waste, 1 in the
Controller' s office, 2 in Traffic and Lighting, 1 in Building Maintenance,
2 in Police, and 1 in Waste Water.
Councilman Crone then asked Mr. Kernan if it was the City
Administration' s position that the Common Council pass the budget as
proposed. Mr. Kernan said that that was correct, that they requested "no
cuts. "
Councilman Crone inquired whether the Administration had any recommend-
ations on where the proposed funds in Human Resources should be transferred.
They had no recommendations yet.
Councilman Crone then questioned how the Council should address a
situation like "Centralized Dispatch" where Communications wanted $6, 000
for it, and the Police Chief said no decision was made on it.
Councilman McGann expressed concern about the possibility of backing .
$1. 9 million dollars into the 1982 budget. Mr. Kernan said that that
figure was probably low since costs were increasing.
Councilman Crone questioned what the increase would be if the budget
was passed as proposed. He stated it was 4 . 53 in 1981 and would go to
5 .4126; an increase of 88 cents. Apparently 15 cents would be adjusted in
light of the bond decrease.
Jon Hunt inquired into the procedure.
-3-
