Jefferson Residential Parking by Permit TR21-104 <br />DATE: November 8, 2021 <br />Purpose <br />The Department of Public Works received a <br />petition to establish a residential parking <br />zone for the western half of the south side of <br />the street on the 500 block of West <br />Jefferson. <br />Existing Conditions <br />Currently parking is unrestricted here. <br />Requirements of City Ordinance <br />Chapter 20, Article 10 of the South Bend Code of Ordinances outlines the requirements <br />for residential parking zone designation. In order to initiate a parking study, 2/3 of the <br />lawful residents of the residential area must return a signed petition requesting residential <br />parking within defined boundaries. In order for a residential parking zone to be warranted, <br />the following must be observed during a parking study: <br />1.Non-resident vehicles occupy 25% of the total spaces available on the publi c <br />streets within the residential area. <br />2.At least 75% of the total parking spaces in the residential area are occupied by <br />motor vehicles. <br />Recommendation <br />No parking study was conducted here because a residential parking zone is required to <br />be at least a half block on both sides of the street or an entire block on one side of the <br />street. Based on this, the criteria for establishing a residential parking zone are not met, <br />and it is therefore the recommendation that no residential parking by permit zone be <br />established here.
