~~ <br />ABONAAARCHE <br />April 2008 <br />Special Exception to Allow for a Sales Trailer within Crescent Oaks (Proposed) <br />Penn Township, City of South Bend, Indiana <br />It is understood that the above special exception request meets the following standards: <br />(1) The proposed use will not be injurious to the public health, safety, comfort, <br />community moral standards, convenience or general welfare. <br />Approving this special exception will not be injurious to the public health, safety, <br />comfort, morals, and convenience or general welfare of the community since a <br />trailer will be used as a temporary sales office only for a short period of time. Also, a <br />sales office will not generate a large amount of traffic. <br />(2) The proposed use will not injure or adversely affect the use of the adjacent area <br />or property values therein. <br />Land uses surrounding proposed Lot 2 within Crescent Oaks include agricultural <br />and one single family residence to the north, agricultural to the east which is <br />proposed as a future section of Crescent Oaks, a church and single-family <br />residential to the south, and television and/or radio broadcasting uses and one <br />single-family residence to the west. Locating a sales trailer within this <br />development will not negatively affect these adjacent uses and value since it is a <br />temporary use. Also, homes developed within this subdivision will be comparable <br />to the home values surrounding the site. <br />(3) The proposed use will be consistent with the character of the district in which it is <br />located and the land uses authorized therein. <br />The use of the sales trailer is consistent with proposed single family development <br />and the rural and low density residential character of the area. Also, this <br />proposed use upon proposed Lot 2 is only temporary and will be replaced with a <br />single-family residence once a model home is construction upon proposed Lot 1. <br />(4) The proposed use is compatible with the recommendations of the City of South <br />Bend Comprehensive Plan. <br />Two of the housing objectives within the City Plan include ensuring that an <br />adequate supply of housing is available to meet the needs, preferences, and <br />financial capabilities of households and promoting homeownership within the city <br />limits. Allowing a temporary sales trailer to be located within this newly proposed <br />residential subdivision will make the development more marketable since all <br />home, lot and development information can be kept on site during the <br />construction process. This increased marketability will assist in selling the lots more <br />quickly and in effect increasing the population and residential tax base of the <br />City. <br />Engineers Architects Planners Surveyors <br />
