The ordinance proposes to transfer <br /> $85 ,337. 42 from the Railroad Relocation and Reconstruction Fund to <br /> the General Fund of the City of South Bend and then appropriates <br /> those funds to contractual services within the Department of <br /> Administration and Finance. <br /> Under I .C. Code 36-1-8-5 a municipality may transfer the surplus <br /> balance of a fund for which the purpose it was created for has been <br /> completed. Those remaining funds under the statute must be <br /> transferred to the General Fund of that municipality. <br /> I am asking that the above named fund be closed and the balance <br /> transferred as those funds which were originally intended for the <br /> Olive/Sample overpass are no longer needed. By transferring them to <br /> the General Fund and appropriating same, they would become available <br /> for expenditures on improvements, equipment, and for the payment of <br /> such other fees and expenses attributable to the construction and <br /> operation of a professional baseball stadium. <br />
