" The amendments increase <br /> many of the permit fees charged for construction work. The <br /> amendments to Section II (3) and (4) adopt the 1985 State Codes <br /> for Plumbing and Mechanical Work. Section VII adopts amendments <br /> to the State Enforcement of Building Standards Law (The Unsafe <br /> Building Law) . The amendments were adopted by the State <br /> Legislature in an attempt to further strengthen the Code <br /> Enforcement hearing process and the enforcement standards for unsafe <br /> properties. <br /> The permit fees have not been changed since 1982 . The increases <br /> reflect the increased cost of inspection services and have been <br /> increased an average of 25%. The rationale for changing the <br /> fees 25% was based on increased material and labor costs of 6% <br /> per year since 1982. This is a moderate increase when we consider <br /> the additional cost to the City of providing inspection services <br /> for new construction and rehabilitation projects. If Code Enforcement <br /> were to attempt to recover the full cost to the City for eight <br /> building inspectors, the increase in permit fees would have been 85%. <br /> These proposed changes in the permit fees attempt to more realistically <br /> reflect the cost of the building inspectors services which are performed <br /> in order to assure that construction work is completed according to the <br /> codes and to insure that all health and safety regulations are followed. <br />
