Zoning and Annexation Committee <br /> The August,2004 meeting of the Council's Zoning and Annexation Committee was <br /> called to order by its Chairperson, Council Member Ervin Kuspa, at 4:00 pm in the Council <br /> Informal Meeting Room. <br /> Persons in attendance included Council Members Pfeifer,Kelly,Puzzello,Varner, <br /> Kuspa, Coleman,Kirsits,and White, Community&Economic Development Executive Director <br /> Sharon Kendall,Building Commissioner Don Fozo, City Clerk John Voorde,Michael Danch, <br /> Robert Klaska,Andy Videkovich,Terry Bland of the SoutR Bead Tubule, and Kathleen <br /> Cekanski-Farrand,Council Attorney. <br /> Council Member Kuspa noted that the Committee consisted of Council Members <br /> Puzzello,Kelly,Kelly and himself. <br /> Council Member Kuspa stated the first item on the agenda was Substitute Bill No. <br /> 35-04 which is a rezoning request for the property located in the 4000 block of Portage Road in <br /> Councilmanic District# 1. <br /> Andy Videkovich, a planner with Area Plan,reported that the substitute Bill received a <br /> favorable recommendation from the Area Plan Commission at its meeting of July 20, 2004. <br /> Michael Danch of Danch,Hamer&Associates,Inc.,with offices located at 2422 <br /> Viridian Drive in South Bend made the presentation. He provided a preliminary site plan(copy <br /> attached) He noted that rezonings took place last year for his brother. The proposed rezoning <br /> would permit the development of retail (restaurant)in the southeast section, financial in the <br /> northeast section and multi-family(town homes)in the western section. There would be a total <br /> of 44 units and additional buffers would be added. <br /> Following discussion, Council Member Coleman made a motion, seconded by Council <br /> Member Kelly that substitute Bill No. 35-40 be recommended favorably to Council. The motion <br /> passed. <br /> Council Member Kuspa then called for a presentation on Bill No. 04-79 which would <br /> approve a petition of the South Bend Board of Zoning Appeals for the property located at 1121 <br /> Saint Peter Street. <br /> Building Commissioner Don Fozo noted that the Board of Zoning Appeals sends the <br /> petition to the Council with a favorable recommendation. <br /> Robert Klaska made the presentation. He noted that in the 1930's the garage was <br /> converted into an office. He purchased the property approximately seven(7)months ago and <br /> would like to covert the office into a guest house.
