Zoning and Annexation Committee <br /> The September 13, 2004 meeting of the Council's Zoning and Annexation Committee <br /> was called to order by its Chairperson, Council Member Ervin Kuspa, at 3:47 pm in the Council <br /> Informal Meeting Room. <br /> Persons in attendance included Council Members Pfeifer, Kelly, Puzzello, Varner, <br /> Kuspa, Coleman, Dieter, and White, City Clerk John Voorde, Planner Angelica Smith, Robert <br /> Henry, Community&Economic Development Executive Director Sharon Kendall and Kathleen <br /> Cekanski-Farrand,Council Attorney. <br /> Council Member Kuspa noted that the Committee consisted of Council Members <br /> Puzzello, Kelly, Coleman and himself. He requested that all persons addressing the Committee <br /> who are petitioners provided their name and address for the record. <br /> Council Member Kuspa stated the first item on the agenda was Substitute Bill No. <br /> 41-04 which is a zoning request for the property located at 1533 Prairie Avenue which is located <br /> in Councilmanic District#6. <br /> Angelica Smith, a Planner with Area Plan, reported that the substitute bill requests a <br /> rezoning from"L1"Light Industrial to"LB"Local Business for the development of a church. At <br /> the August 17, 2004 Area Plan Commission meeting a public hearing was held and the <br /> Commission sends the petition to the Council with a favorable recommendation. <br /> Council Member Kuspa noted that the area in question is close to the German Hall and <br /> he inquired whether they were in favor of it. Ms. Smith stated that they did not remonstrate <br /> against it at the Area Plan Commission, noting that the only question raised was the hours of <br /> operation. Council Member Kuspa stated that this development would be an asset to the <br /> neighborhood. <br /> Robert Henry made the presentation. He noted that the petition is the result of a church <br /> being relocated in light of the improvement of the United Drive/Chapin Street intersection. A <br /> new church would be built at the site and they have applied for a curb cut. <br /> Council Member Kelly made a motion, seconded by Council Member Pu'7ello that <br /> Substitute Bill No. 41-04 be recommended favorably to Council. The motion passed. <br /> Dr. Varner inquired about the plans for United Drive and how there would be access to <br /> the ball park. <br /> Sharon Kendall stated she would send a map of the area to the Council. <br /> Council Member Kuspa noted that a letter has been received from the petition of Bill No. <br /> 42-04 regarding the zoning request for 339 North Ironwood,asking to withdraw the petition. <br /> September 13.2004 Zoning and Annexation Committee-page 1 <br />
