6 <br /> addressed a petition for a special exception and variances for St. Mary's of the Holy Rosary <br /> Polish National Church,requesting that Bill No. 04-112 be continued until the October 25, 2004 <br /> Council meeting. <br /> Council Member Coleman made a motion, seconded by Council Member Kelly that Bill <br /> No. 04-112 be continued until October 25, 2004, at the request of the petitioners. The motion <br /> passed. <br /> Under miscellaneous business, the Council Attorney stated that at tonight's Common <br /> Council meeting there will be first reading on Bill No. 67-04 which would create the Chapin <br /> Park Historic Preservation District. She noted that work began on this project under former <br /> Council Member James Aranowski and has continued under Council Member Dieter. The new <br /> zoning ordinance will require the Council to refer the Bill first to the Historic Preservation <br /> Commission for review and recommendation; and then have it referred to the Area Plan <br /> Commission for review and recommendation. She added that she has had discussions with John <br /> Byorni, Assistant Executive Director of Area Plan last week, and that state law continues to <br /> require that such a bill be sponsored either by the Council or initiated by 51% of the property <br /> owners. By bringing this matter to the attention of the Zoning and Annexation Committee, we <br /> would then be able to confirm that for purposes of complying with state law, that the Bill would <br /> be sponsored by the Council. <br /> Council Member Dieter then provided a copy of a letter dated August 31, 2004 (copy <br /> attached) which was sent to all of the affected property owners in the proposed Chapin Park <br /> Historic Preservation District. He noted that the Historic Preservation Commission will hold <br /> their public hearing on October 18,2004. <br /> Wayne Doolittle of the Historic Preservation staff then provided spiral-bound"Guideline <br /> for Chapin Park Proposed Local Historic District"(copy attached). <br /> There being no further business to come before the Committee, Council Member Kuspa <br /> adjourned the Committee meeting at 3:53 p.m. <br /> Respectfully submitted, <br /> Council Member Ervin Kuspa,Chairperson <br /> Zoning and Annexation Committee <br /> KCF:kmf <br /> Attachments <br /> October 11.2004 Zoning and Annexation Committee-page 2 <br />
