• <br /> The Zoning and Annexation Committee of the South Bend Common Council <br /> Minutes from Meeting of December 13, 2004 <br /> The December 13, 2004 meeting of the Common Council's Zoning and Annexation <br /> Committee was called to order by its Chairperson,Council Member Ervin Kuspa,at 3:30 p.m.in the <br /> Council Informal Meeting Room. <br /> Persons in attendance included Council Members Coleman,Dieter,Kelly,Pfeifer,Puzzello, <br /> Varner and White; Community Development Planner George Adler; Registered Land Surveyor <br /> Bernard Feeney; Economic Development Planner Andy Laurent; Area Planner Andy Videkovich; <br /> Economic Development Executive Director Sharon Kendall;Mrs.Gladys Kopola;Michael J.Danch, <br /> Danch Hamer&Associates, and Aladean M. DeRose substituting for Council Attorney Kathleen <br /> Cekanski-Farrand. <br /> A full quorum of the Committee existed with all members present,namely Council Members <br /> Coleman, Kelly, Kuspa and Puzzello. <br /> A. Bill No. 04-128 - A Resolution to Adopt a Fiscal Plan for an Annexation Area in <br /> German Township <br /> The first matter on the Committee's agenda concerned a Resolution to adopt a written fiscal <br /> plan and establish a policy for services to be provided in a German Township annexation area, <br /> namely the Gregory A. Kizer annexation area. <br /> Community Development Planner George Adler made the presentation. He stated that this <br /> was a voluntary annexation of about 23 wooded acres south of Brick Road. The ultimate plan is to <br /> divide the property into 46 single-family lots which will be in the first councilmanic district. Sewer <br /> service is available at Cross Creek and existing police and firefighters can serve the area. Committee <br /> members had no questions for Mr. Adler and no persons spoke in favor or against this Bill. <br /> Committee Member Coleman made a motion, seconded by Member Kelly that Bill No. 04-128 be <br /> sent to the full Council with a favorable recommendation. The motion passed unanimously. <br /> B. Bill No. 51-04 - Ordinance to Annex Twenty Plus Vacant Acres in German <br /> Township (Gregory Kizer Annexation Area) <br /> Mr. Bernard Feeney, Registered Land Surveyor, made the presentation. He provided <br /> Committee Members with a copy of the layout plan for a 46 lot subdivision. This subdivision will <br /> connect to the Cross Creek sewer and water; a north-south road will be built within the area to <br /> connect to Brick Road. A storm water system has been provided and will adequately serve the area. <br /> Committee Member Dieter asked for the approximate cost of the lots. Mr. Feeney replied that <br /> although Gregory Kizer is the owner,the subdivision will probably be developed by Garden Homes <br /> with an estimated price range of$120,000.00 per home. A discussion then ensued as to the distance <br /> between the proposed subdivision and an existing subdivision which was estimated to be about 40 <br /> acres. <br />
