Committee Report <br /> Public Works and Property Vacation Committee <br /> The July 26,2004 meeting of the Public Works and Property Vacation Committee was <br /> called to order by its Chairperson,Dr. David Varner at 5:42 p.m. in the Council Informal <br /> Meeting Room. Persons in attendance included Council Members Dieter,Pfeifer, White, Kelly, <br /> Puzzello, Varner,Kuspa, Coleman and Kirsits; City Clerk John Voorde,Rita Kopola, City <br /> Engineer Carl Littrell,Public Works Director Gary Gilot,Bruce Bancroft,Doug Marsh,Terry <br /> Bland of the South Bend Tribune and Kathleen Cekanski-Farrand, Council Attorney. <br /> Dr. Varner noted that the Committee consists of Council Members Kirsits,Pfeifer, <br /> Coleman and himself. <br /> Dr. Varner called for a presentation on Bill No. 40-04 which would vacate a portion of <br /> the south half of Angela Boulevard from Notre Dame Avenue for a distance of 930' and a width <br /> of 40' and a portion of the west half of Eddy Street from Angela Boulevard south for a distance <br /> of 380'. Dr. Varner noted that the Board of Public Works has reviewed the request and sends a <br /> favorable recommendation as evidenced by its letter of July 8, 2004 with attachments(copy <br /> attached). <br /> Bruce R. Bancroft, an attorney with offices at 100 North Michigan Street in downtown <br /> South Bend made the presentation along with Doug Marsh. They noted that the vacation is <br /> necessary in order to facilitate the development of the University of Notre's campus plan. It <br /> would also improve traffic safety by eliminating the S-curve between Notre Dame Avenue and <br /> Eddy Street, as well as facilitate the re-alignment of Edison Road. Future developments along <br /> Eddy Street as a potential mixed-use commercial/residential district would also be enhanced. <br /> The University of Notre Dame will pay for the engineering and construction costs of the new <br /> road. All of this is consistent with the Master Plan for the University.. <br /> In response to a question from Council Member Coleman, it was noted that there would <br /> be a light at the intersection at Twyckenham. In response to a question from Council President <br /> White regarding right-of-ways,Mr. Marsh stated that the current streets would remain open until <br /> the new roads are constructed. <br /> Council Member Coleman made a motion, seconded by Council Member Kirsits that Bill <br /> No. 40-04 be recommended favorably.
