STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: November 8, 2021 <br />Application Number: 2021-1029 <br />Property Location: 1717 East Wayne Street <br />Architectural Style/Date/Architect or Builder: Colonial Revival / 1927 <br />Property Owner: LAKE COUNTY TRUST COMPANY TRUST # 5223 / <br />Shawn Sullivan <br />Landmark or District Designation: East Wayne Street Local Historic <br />District, #7796-87 <br />Rating: Non-Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE : Irregular plan two-story (with attic) with steep asphalt shingled <br />gable roof and gable returns and some molded raking trim. Large shed roof wall dormers at front and rear. <br />Windows are 2/2 double-hung with horizontal divided lights. Exterior is clad in irregular large format wood <br />shingles (and stone on the primary first floor façade). A square entry extension with flat roof and simple <br />entablature with balcony metal railing. Driveway entrance has slight overhang and shed roof. A large two car <br />(two door) garage with gabled asphalt shingled roof and gable returns and the same wood siding as the main <br />house. <br /> <br />ALTERATIONS: COA 1993-0729 allowed for the removal and replacement of the asphalt shingle roof. AA <br />2021-0507A allowed for the construction of a metal gate across the driveway to the lot line, approximately 5’ tall. <br /> <br />APPLICATION ITEMS: “This project entails an addition to the existing garage to provide space for another full <br />sized car stall. Currently, the existing garage is 20’-11” wide by 20’ deep, a 2 car garage located to the northeast <br />corner of the site. The addition will extend 10’ to the west and will match the existing depth at 20’. Proposed <br />exterior wall siding and shingle roofing to match existing. The roof for the addition will be a shed roof at 3:12 <br />slope. The new garage door will match the existing garage doors and the new exterior side door for the addition <br />will be a wood door with glass. This will be a slab-on-grade wood framed construction.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />Build an additional (third) garage bay on the west side of the existing detached garage, approximately 20’ <br />deep by 10’ wide, with a 3:12 roof connecting with the existing garage roof. New proposed addition to be <br />built slab-on-grade. Exterior cladding to match the existing material. <br /> <br />A previous proposal for this project was denied in June. This proposal provides the missing information that the <br />Commission requested during the previous review. <br /> <br />STANDARDS AND GUIDELINES: CHAPIN PARK <br />III. NEW CONSTRUCTION <br />New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an <br />existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. <br />A. HEIGHT AND PROPORTION <br />The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story-and-a-half <br />residences. The prevalent facade proportions are between 1:1 and a 1:2 height-to-width ratio. <br /> <br />Required <br />The height of a new structure and its height-to-width proportions shall be consistent with adjacent buildings in the district. The building <br />height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the <br />same block. Façade proportions shall be established by permitting no structure with a façade wider or narrower than those existing in the <br />same block. Additions to existing buildings shall be related in height and proportion to the existing structure. <br />Recommended <br />Contemporary designs should be compatible in character and mood to the building or neighborhood. <br />Prohibited
