Committee Report
Public Works and Property Vacation Committee
The November 22,2004 meeting of the Public Works and Property Vacation Committee
was called to order by its Chairperson, Dr. David Varner at 4:08 p.m. in the Council Informal
Meeting Room.
Dr. Varner noted that the Committee consists of Council Members Kirsits, Pfeifer,
Coleman and himself.
Persons in attendance included Council Members Kelly, Kuspa, Varner, Pi»zello,
Coleman, Pfeifer, Kirsits, Dieter and White; City Clerk John Voorde, Executive Director of the
Department of Community & Economic Development Sharon Kendall, City Engineer Carl
Littrell, Matt Dee, Andy Laurent, Bill Schalliol, Rita Kopola, a member of the news media,
Kathleen Cekanski-Farrand, Council Attorney.
Dr. Varner noted that the first item to be reviewed by the Committee was Substitute Bill
No. 59-04 which would vacate a portion of the east side of Chapin Street north of Sample Street
to United Dirve and approximately 720 feet of United Drive running east from Chapin Street.
Bill Schalliol of the Department of Community & Economic Development made the
presentation. He noted that an exchange of land is involved and that the vacation will permit
one of the businesses to continue to operate from the area and enlarge its operations. He then
described the vacation using a drawing of the area in question(map attached).
Matt Dee of United Beverages spoke in favor. He noted that United Beverage has been
in business for 45 years and that they are in dire need of expansion. They are currently
land-locked. They are in a good location and the vacation would permit them to expand their
operations and create and retain jobs.
City Engineer Carl Littrell noted that the Board of Public Works sends the Bill to Council
with a favorable recommendation contingent on the relocation of United Drive. In response to a
question from Dr. Varner,he noted that this can be done and that no delay of the bill is needed.
Council Member Coleman noted that he recalls that since Mayor Allen's redevelopment
programs that United Beverage has been a long standing member of the business community.
He then made a motion, seconded by Council Member Pfeifer that Substitute Bill No. 59-04 be
recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Dr. Varner adjourned the
Committee meeting at 4:13 pm
Respectfully submitted,
Dr. David Varner, Chairperson
Public Works and Property Vacation Committee • KCF:kmf Attachment
Public Works and Property Y \ e 2004 Page 1
