-409 p <br /> Utilities Committee <br /> The October 11, 2004 meeting of the Utilities Committee of the South Bend Common <br /> Council was called to order at 4:03 p.m. by its Chairperson, Council Member Al "Buddy" <br /> Kirsits in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Dieter,Kelly,Puzzello, Varner,Kuspa, <br /> White, Kirsits and Coleman; City Clerk John Voorde, Community & Economic Development <br /> Executive Director Sharon Kendall, Director of the Division of Environmental Services Jack <br /> Dillon, Public Works Director Gary Gilot, City Controller Rick 011ett, Rita Kopola and Kathy <br /> Cekanski-Farrand, Council Attorney. <br /> Council Member Kirsits noted that the members of the Committee include Council <br /> Members Coleman,Pfeifer,Kuspa and himself. <br /> Council Member Kirsits then called for a presentation on Bill No. 65-04 which would <br /> amend the South Bend Municipal Code by adding a new section 17-27.1 entitled"Hauled Septic <br /> Tank Waste and Similar Liquid Waste Discharge Requirements and Rates". <br /> Director of the Division of Environmental Services Jack Dillon made the presentation. <br /> He stated that the proposed ordinance would raise the rate from $0.025 per gallon for hauled <br /> septic tank waste to $0.06 per gallon. Michigan City charges $0.06 per gallon,Kokomo charges <br /> $0.061 per gallon, and noted that Elkhart and Mishawaka do not accept such waste. He noted in <br /> response to a question from Dr. Varner that rates are comparable in light of costs to the city to <br /> treat such wastes. <br /> Council Member Pfeifer then made a motion, seconded by Council Member Kelly that <br /> Bill No. 65-04 be recommended favorably to Council. The motion passed. <br /> Council Member Pfeifer thanked Mr. Dillon for coming to a recent neighborhood <br /> meeting. <br /> Council Member Kirsits then noted that the Council Attorney has advised him that the <br /> last motion was invalid since Council Member Kelly is not on the Committee. He then called <br /> for a new motion. <br /> Council Member Pfeifer then made a motion, seconded by Council Member Coleman <br /> that Bill No. 65-04 be recommended favorably to Council.
