Parks, Arts,Recreation and Culture MARC]Committee <br /> The April 12, 2004 meeting of the Personnel and Finance Committee was called to order <br /> by its Chairperson, Council Member Sean Coleman at 4:50 p.m. <br /> Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Puzzello, <br /> Varner,Kuspa,Coleman, and Kirsits; Mayor Stephen J. Luecke,City Engineer Carl Littrell, <br /> Bill Carlton, Terry Bland of the South Bend Tribune,and Kathleen Cekanski-Farrand,Council <br /> Attorney. <br /> Council Member Coleman noted that the Committee is composed of Council Members <br /> Kuspa,Kelly,Puzzello and himself. Council Member Coleman then called for a presentation on <br /> Bill No. 23-04 which would transfer a portion of Kennedy Park from the Board of Park <br /> Commissioners to the Civil city of South Bend. <br /> City Engineer Carl Littrell made the presentation. He noted that the Board of Park <br /> Commissioners has recommended that 0.374 acres of park land be transferred to the city. This <br /> land is needed to re-route Bendix and related street improvements related to the Bosch <br /> Corporation. It would have a grass median. A total of two trees would be lost. Bill Carlton, <br /> Fiscal Officer for the Park Department spoke in favor of the Bill. <br /> Dr. Varner inquired whether this action was a transfer or sale of land since the <br /> documents before the Council refer to both. Mr. Littrell noted that there would be no transfer of <br /> money and that it would be a transfer only. Council Member Coleman suggested that Mr. <br /> Carlton correct the necessary documents. <br /> Council Member Pfeifer thanked everyone for the input from the affected neighborhood. <br /> She stated that the improvements will increase the attractiveness of the neighborhood and may <br /> stimulate better care of properties. <br /> Following discussion, Council Member Puzzello made a motion, seconded by Council <br /> Member Kelly that Bill No. 23-04 be recommended favorably to Council. The motion passed. <br /> Under unfinished business,Council Member Coleman noted that he will be scheduling a <br /> committee meeting to receive an update on the golf courses and at the request of President White <br /> an update on the property east of Adams High School. <br /> There being no further business to come before the Committee, Council Member <br /> Coleman adjourned the meeting at 4:50 p.m. <br /> Respectfully submitted, <br /> Council Member Sean Coleman <br /> Parks,Arts,Recreation and Culture(PARC)Committee <br /> KCF:kmf <br /> Attachments <br />
