T 1 <br /> Pans, Arts,Recreation and Culture[PARCI Committee <br /> The April 26,2004 meeting of the Parks,Arts,Recreation and Culture(PARC) <br /> Committee was called to order by its Chairperson, Council Member Sean Coleman at 3:03 p.m. <br /> Persons in attendance included Council Members Dieter,Kelly,Puzzello,Varner,Kuspa, <br /> Coleman, White and Kirsits; City Clerk John Voorde,Building Commissioner Don Fozo,Park <br /> Maintenance Superintendent Mike Dyszkiewicz,Planner Jeff Myers,Rita Kopola,and Kathleen <br /> Cekanski-Farrand,Council Attorney. <br /> Council Member Coleman thanked everyone for coming to the PARC Committee <br /> meeting which was called to receive an update on the city golf courses and the Adams High <br /> School Park Property project. He noted that the PARC Committee consists of Council Members <br /> Kuspa,Puzzello,Kelly and himself. <br /> Park Maintenance Superintendent Mike Dyszkiewicz was then introduced. He provided <br /> a map of the John Adams High School project(copy attached). He noted that the area within the <br /> circle on the map is the area controlled by the SB School Corporation. This area was proposed <br /> to house the track field,tennis courts and two(2)basketball courts. The lighted softball area is a <br /> joint effort between the school corporation and the city, and will be used by both. The property <br /> to the north is park property which is being used for football practice by the high school. He <br /> noted that there is some infringement into park property. The original drawings have been <br /> re-done to now include eight(8)tennis courts instead of the original six(6)tennis courts, and no <br /> basketball courts, in light of the strong feedback received from the neighbors. <br /> Dr. Varner noted that the marking for 20th Street is incorrect on the map. Mr. <br /> Dyszkiewicz noted that Dr. Varner was correct. <br /> Council President White stated that when the Common Council was originally <br /> approached on this project that it was agreed that there would be a lighted walkway going north <br /> and south for the neighborhoods which would be attractively landscaped, noting that this was a <br /> "major issue"at the time. <br /> Mr. Dyszkiewicz noted that Pat Brown of SiteScapes,the Landscape Architect,told him <br /> that the plans had changed. <br /> Dr. Varner noted that a sidewalk is being poured today in the area. <br /> Council Member Coleman noted that having a lighted pathway which would create a link <br /> for the neighbors was discussed and agreed upon by the parties. He noted that the elimination of <br /> the basketball courts was a change from the original proposal. Snowplowing was also to be done <br /> by SB Community School Corporation. <br /> Council President White stated that the school corporation and the city"must collectively <br /> work together,and that the city must make the school corporation do its share". Council <br /> President White asked for a copy of the contract which controls. Mr. Dyszkiewicz read portions <br />
