J aruI 9i uvw eommitt. <br /> The April 12,2004 meeting of the Personnel and Finance Committee was called to order <br /> by its Chairperson, Council Member Derek D. Dieter at 4:25 p.m. <br /> Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Puzzello, <br /> Varner,Kuspa,Coleman,White and Kirsits;Mayor Stephen J. Luecke, City Engineer Carl <br /> Littrell,Bill Carlton,Terry Bland of the South Bend Tribune,and Kathleen Cekanski-Farrand, <br /> Council Attorney. <br /> Council Member Dieter noted that the Committee is composed of Council Members <br /> Kelly,Puzzello, Varner and himself. <br /> Council Member Dieter stated that the first item on the agenda was to review Substitute <br /> Bill No. 16-04 which would amend Chapter 4,Article 4, Section 4-19 of the South Bend <br /> Municipal Code by increasing the insurance requirements for an arborist license. <br /> Bill Carlton,Fiscal Officer for the Park Department made the presentation. He stated <br /> that the Board of Park Commissioners recommend that the new limits be passed by the Council. <br /> Dr. Varner noted that in light of the potential liability,reasonable standards must be set <br /> and are necessary. <br /> Following discussion, Council Member Kelly made a motion,seconded by Dr. Varner <br /> that Substitute Bill No. 16-04 be recommended favorably by Council. The motion passed. <br /> There being no further business to come before the Committee,Council Member Dieter <br /> adjourned the meeting at 4: 27 p.m. <br /> Respectfully submitted, <br /> Council Member Derek D.
