The Personnel and Finance Committee <br /> of the South Bend Common Council <br /> Minutes from Meeting of December 13,2004 <br /> The December 13, 2004 meeting of the Common Council's Personnel and Finance <br /> Committee was called to order by its Chairperson, Council Member Derek D. Dieter, at 4:05 p.m. <br /> in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Coleman,Dieter,Kelly,Pfeifer,Puzzello, <br /> Varner and White;South Bend City Controller Rick 011ett;Public Works Director Gary Gilot;Water <br /> Works Director John Stancati;Economic Development Executive Director Sharon Kendall;Gladys <br /> Kopala; and Aladean M. DeRose substituting for Council Attorney Kathleen Cekanski-Farrand. <br /> A full quorum of the Committee existed with all members present,namely Council members <br /> Dieter, Varner, Kelly, and Puzzello. <br /> A. Bills 86-04 and 87-04 - Transfer of Monies Among Various Accounts and <br /> Appropriation of Monies Within Various Departments Within Various Funds of the City for <br /> the Year 2004. <br /> City Controller Rick 011ett,the presenter of these two Bills to the Committee,stated that this <br /> is the City's common practice at year end in order to close the books with all accounts in balance. <br /> Unforeseen events often occur within the calendar year that result in reductions in certain funds and <br /> increases within others. Mr. 011ett also pointed out that Bill 86-04 is a substitute, some changes <br /> having been made from the time of the initial filing. Bill 86-04 shows the increase within certain <br /> budget classifications within a department and an off-setting decrease in other funds within the same <br /> department. Bill 87-04 also reflects the net increase and decrease in various departments and the <br /> appropriation of the redistributed funds to the proper fund. Council Member Kelly made a motion, <br /> seconded by Council Member Varner to accept substitute Bill 86-04, which was approved <br /> unanimously. Council Member Kelly subsequently made a motion, also seconded by Council <br /> • Member Varner that both substitute Bill 86-04 and Bill 87-04 be sent to the full Council with a <br /> favorable recommendation. The motion passed unanimously. <br /> B. Bill 04-129 - Scrap Metal/Junk Dealer/Transfer Station Licenses 2004. <br /> Public Works Director Gary Gilot presented Bill 04-129 which approves Scrap Metal/Junk <br /> Dealer/Transfer Station Licenses for 12 applicants. Mr. Gilot stated that a total of 13 applications <br /> were received of which one was turned down. He further said that 10 of the 12 approved <br /> applications had been completed quite a while ago, and that on a positive note, the internal <br /> assessment process is thorough and exacting. Because the Council had requested that all such <br /> licenses be submitted to the Council within one Resolution, the approval of licenses for those ten <br /> applicants who filed early in the year was delayed by two applicants who filed for their licenses in <br /> November. <br />
