Dieter at 3:30 p.m. in the Council <br /> Informal Meeting Room. Persons in attendance included Council Members Dieter, Kelly, <br /> White, Varner,Kuspa,Kirsits and Puzzello; City Clerk John Voorde,Planner Angela Smith, City <br /> Controller Rick 011ett, John Lesczynski, Economic Development Executive Diretor Sharon <br /> Kendall,Mrs. Kopola, and Kathleen Cekanski-Farrand, Council Attorney_ <br /> Council Member Dieter noted that members of the Personnel and Finance Committee <br /> include Council Members Varner, Puzzello, Kelly and himself. Council Member Dieter stated <br /> that the first item on the agenda was to review Bill No. 69-04 which would authorize the Mayor <br /> and/or Controller to make temporary loans to pay off previously issued temporary loan tax <br /> anticipation warrants and to issue new temporary loan tax anticipation time warrants to evidence <br /> such loans and appropriating and pledging taxes to be received in such funds to the payment of <br /> the new warrants included any interest thereon. <br /> City Controller Rick 011ett made the presentation. He stated that the bill is a "belt and <br /> suspenders" provision. On May 24, 2004 the Council approved temporary loan tax anticipation <br /> warrants. $13 million of the $34 million has been drawn down. $13 million has been received <br /> of the $59 million which should have been received. If all of the funds are not received it would <br /> be allowed to roll over out of the outstanding tax warrants. Mr. 011ett stated that he does not <br /> anticipate receiving all of the funds at this time. In response to a question from Dr. Varner, Mr. <br /> 011ett noted that payments do not have to be made as monies are disbursed and that December <br /> 31, 2004 is the expiration date of the warrant. <br /> Dr. Varner then made a motion, seconded by Council Member Puzzello that Bill No. <br /> 69-04 be recommended favorably to Council. The motion passed. <br /> Under miscellaneous business, Dr. Varner noted that the Council should have received a <br /> joint letter from him and Council Member Dieter requesting that Bill No. 32-04 be continued <br /> until November 22, 2004. He then noted that a joint committee meeting would be called for <br /> Thursday,November 18, 2004 at 5:15 pm to further review that bill. <br /> Mr. 011ett noted that the Administration would like to provide another health insurance <br /> update to the Council. Council Member Puzzello, Health and Public Safety Chairperson, would <br /> be in contact with him to schedule a meeting time. <br /> There being no further business to come before the Committee, Council Member Dieter <br /> adjourned the meeting at 3:36 p.m. <br /> Respectfully submitted, <br /> Council Member Derek D.
