SECTION 1 – GENERAL MISCELLANEOUS <br />1 <br />SECTION 1 – GENERAL – MISCELLANEOUS <br />1-1 PURPOSE <br />These construction standards and prevailing specifications have been prepared to establish consistent <br />design elements and other requirements for developers, contractors, utilities, and other private parties as <br />well as for providing guidance for work within or affecting the City’s Right-of-Way. <br />This document encourages standardization for design elements and consistency to ensure public safety, <br />aesthetic appearance, proper drainage, and economical maintenance. The goal is to provide specific <br />guidance and standards for consultants, contractors, developers, private individuals, and other entities that <br />may require additional information, assistance, or direction through the administrative process for securing <br />necessary City approvals. <br />These standards and specifications do not and cannot provide for all situations and circumstances. They <br />are intended to establish clear requirements for design and construction of public works throughout the <br />City. These standards are not intended to minimize innovation or the creative skill of the design <br />professional, but rather provide minimum requirements for compliance. <br />1-2 STANDING REFERENCES <br />The following references and standards are referenced when pertinent, specifically cited, or when required <br />by ordinance or other jurisdictional authority. <br />1.Local Public Agency Project Development Process Guidance Document for Local Federal-Aid <br />Projects, Indiana Department of Transportation (INDOT), as amended. <br />2.INDOT Standard Specifications and Drawings, current edition. <br />3.A Policy on Geometric Design of Highways and Streets, American Association of State <br />Highway and Transportation Officials (AASHTO). <br />4.Resolution No. 69-2015 – A Resolution of the Board of Public Works of the City of South Bend, <br />Indiana Adopting a Complete Streets Policy, South Bend Complete Streets Policy, 2015. <br />5.Indiana Manual on Uniform Traffic Control Devices, "IMUTCD", as amended and approved by <br />INDOT, current edition. <br />6.Guide for the Development of Bicycle Facilities, adopted by AASHTO, current edition. <br />7.Highway Capacity Manual (Special Report 209) published by the Transportation Research <br />Board, National Research Council. <br />8.Roadside Design Guide published by AASHTO. <br />9.Urban Drainage Design Manual, U.S. Department of Transportation, HEC-22 circular, current <br />edition. <br />10.Recommended Standards for Wastewater Facilities, Wastewater Committee of the Great Lakes – <br />Upper Mississippi River.
