Lemberis, PE <br />City of South Bend <br />INDOT <br />PROJECT ENGINEER <br />Steve Menis <br />PROJECT TEAM <br />Project Engineer <br />Steve Menis <br />Steve has 21 years of experience performing <br />construction supervision, administration, <br />inspection, testing and final records <br />documentation for various construction projects. <br />He has performed construction inspection <br />and testing services on four of INDOT’s largest <br />projects. Steve has been the project engineer <br />for a variety of INDOT projects, which include <br />road resurfacing, road reconstruction, bridge <br />rehabilitation and bridge replacement. He also <br />has design experience in both highway and <br />public works projects. Steve has performed <br />topographical surveys as well as material testing <br />on several private developer projects. It’s critical on a project, that standard processes and procedures be followed <br />by all team members to ensure the integrity of the information. Maintaining quality <br />construction is job #1 for the DLZ Team. <br />• COMMUNICATION. Good communication must be specific to the designated audience to be <br />effective. DLZ understands this dynamic and can ensure that good communication will start <br />on day one. There are various audiences and types of communications on a project. The <br />highest priority communications are those related to the safety of the public and workforce <br />on site. A detailed communication plan for the project will be developed for both inter and <br />intra project communications. <br />• SCHEDULE. DLZ will work tirelessly with utilities and all contractors to keep the project <br />on schedule, but we will not sacrifice the quality of construction to maintain schedule. <br />• TEAMWORK. The DLZ Team will function seamlessly as a single unit regardless of company <br />affiliation. The staffing plan was developed based purely upon expertise while also including <br />our DBE/WBE partner, McCormick Engineering, LLC. We will function as an extension of the <br />City’s staff all working toward the common goal of a successful project. <br />• COST CONTROL. The DLZ Team will be constantly vigilant for cost saving opportunities <br />on the project. This can be accomplished through various avenues including value added <br />opportunities, change order management, identifying potential prior to causing a delay, <br />and managing inspection staffing levels.
