City of South Bend | Coal Line Trail (Phase II) | Construction Engineering Services | 1
LOCAL EXPERIENCE, RESPONSIVENESS, COMMUNICATION, COMMITMENT, AND SAFETY – These are
key ingredients of a successful project/team. The new trail will provide a vital link in our community’s trail network.
We have assembled a Construction Inspection Team that epitomizes these ingredients for success. As your partner,
we will work on your behalf to meet your budget and schedule, to minimize issues, and to take this project to
completion.
A PROJECT APPROACH THAT WORKS – A successful project requires skilled construction observation staff
and a thorough understanding of the plans, site conditions and local and INDOT requirements. A proven project
approach is detailed on pages 6 through 9 of this proposal. A well-managed project can be completed efficiently,
on-time, safely, without accidents, incidents, or excessive disruption to traffic, with quality construction and regular
communication to the local community. DLZ’s relevant experience, communication practices, and local presence
will support a project that will make you and your community proud.
LOCAL PROJECT FAMILIARITY – Working behind residential homes and in close proximity to Notre Dame can
present challenges. Our project team is locally based, ready to respond at a moments notice, 24/7, to help meet your
goals. DLZ Field Services personnel and our subconsultant live and work in the South Bend area.
A FIRM WITH SEASONED CONSTRUCTION INSPECTION EXPERIENCE – DLZ is a recognized leader in
the construction field with one of the largest INDOT approved construction inspection teams in the State. Brad
Dailey, Project Manager, and Steve Menis, our proposed Project Engineer, have a combined 45 years of construction
experience delivering similar projects like the Coal Line Trail project. Providing a highly experienced project team for the
City is our highest priority and is critical to producing quality and long lasting transportation projects.
COMMUNICATION AND COORDINATION – Effective communication and coordination are essential to the
success of any project. Under direction of the City, we will coordinate with all stakeholders on this project to keep
you informed of the work schedule and critical deadlines. A successful project relies on prioritizing these key
elements. As local officials, you must be informed and aware as issues are identified and resolved.
COMMITMENT TO SAFETY – As one of our core values, safety is a fundamental part of the DLZ culture. It is of
utmost importance that project personnel arrive home safely to their families at the end of each day. A complete
understanding of the contractor’s planned work and safety plan is a cornerstone of the DLZ philosophy. All of DLZ’s
field services team is a minimum of 10-hour OSHA Construction Safety trained.
The City of South Bend can place its trust in DLZ as your partner. It is our goal to bring to you the key ingredients
to contribute to the successful completion of this very important project while meeting and exceeding your
expectations for Quality, Schedule and Performance and staying within the project budget. Thank you for this
opportunity and your consideration of our firm for this project.
Respectfully submitted,
DLZ INDIANA, LLC
Andrew C.
