South Bend Redevelopment Commission <br /> Regular Meeting—December 13, 2012 <br /> 6. NEW BUSINESS <br /> B. South Bend Central Development Area <br /> 2) continued... <br /> Mr. Downes noted that DTSB has done a great job. The customer satisfaction percentages <br /> have gone way up. There is still room for improvement, particularly in the perception of <br /> safety. <br /> Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the <br /> Commission approved the Agreement for Parking Garage Management Services and On- <br /> Street Parking Enforcement with Downtown South Bend, Inc. <br /> 3) Proposal for management services of the College Football Hall of Fame. <br /> Mr. Inks noted that as we prepare to take possession of the former Hall of Fame building at <br /> the end of 2012, we need to ensure the building will be well maintained for its future use. <br /> Grubb & Ellis/Cressy& Everett has submitted a proposal to provide property management <br /> services for the site on an "as needed basis." Grubb & Ellis is also the listing agent for the <br /> site. The initial walk-thru and equipment assessment they propose is for a not-to-exceed <br /> amount of$500. Estimated costs for services during the first 6 months are $4,800. Those <br /> fees will be paid from EDIT funds the city has budgeted for 2013. Commission approval is <br /> requested for$5,300 to cover costs for the period of January 1, 2013 to June 30, 2013. <br /> Mr. Inks noted that the Hall of Fame building is owned by the Redevelopment Authority and <br /> leased to the Redevelopment Commission. Therefore, the Commission has control of the <br /> site and would be the entity hiring the property manager. <br /> Property management at this site will be a partnership effort. DTSB has agreed to assist by <br /> providing personnel to do daily walk-throughs of the facility to ensure the building is <br /> properly secured, utilities are functioning and no other issues exist. City staff will arrange <br /> for snow removal and landscaping. Grubb & Ellis will be used as needed to oversee and <br /> maintain security systems and HVAC systems. <br /> Mr. Davis asked how competitive the bids were that went out for management of the Hall <br /> of Fame. Mr. Inks responded that this is a services contract, so we did not solicit formal <br /> proposals or quotes. There are two property managers in downtown South Bend that the <br /> Commission has history working with. Grubb & Ellis is the listing agent, and in this case, <br /> working with one listing agent as the property manager made sense, keeping access to the <br /> site limited. <br /> Mr. Davis wondered, considering the building's importance to the downtown, what the <br /> likelihood is of finding a viable user. Mr. Ford responded that Community Investment is <br /> entertaining offers and interests in the building right now. We anticipate that we will <br /> receive some formal offers for the building in the first quarter of 2013. We've heard of <br /> 6 <br />
