Special Exception - if applicable <br />A Special Exception may only be granted upon making a written determination, based upon the <br />evidence presented at a public hearing. Please address how the project meets the following criteria. <br />(1)The proposed use will not be injurious to the public health, safety, comfort, <br />community moral standards, convenience or general welfare, because: <br />(2) The proposed use will not injure or adversely affect the use of the adjacent area <br />or property values therein, because: <br />(3)The proposed use will be consistent with the character of the district in which it is <br />located and the land uses authorized therein, because: <br />(4)The proposed use is compatible with the recommendations of the Comprehensive <br />Plan, because: <br />Criteria for Decision Making <br />We are proposing the development of a student housing community, which is <br />what the property is currently used for today. To those that may argue that <br />Shared Housing challenges the moral standards of South Bend, we would <br />note that several other properties in the area function effectively and morally <br />with Shared Housing in place. These properties include Campus Court, Irish <br />Flats, Irish Row, and The Foundry. <br />We believe the proposed project will increase the property values of the <br />adjacent area. This project will involve a significant investment to improving <br />the quality of residences at this location. There will also be better ingress and <br />egress throughout the site (versus the current property - Campus View), <br />which should also benefit the adjacent areas. <br />The site is currently used for student housing and we're not proposing a <br />change to that use. We're also proposing a set of building structures that are <br />at most three stories tall, which is also in-line with the character of the district. <br />Chapter 4 of the CP: "Keeping South Bend citizens in a safe and affordable <br />housing of choice requires a unique partnership between local government, <br />nonprofit organizations, and the private sector". We completely agree. During <br />their years at Notre Dame University, students are a critical component of the <br />South Bend community. They deserve housing options that are safe and <br />affordable. By providing a project at this location and with this unit mix we will <br />be able to offer secure housing to students at a price point they can’t find at <br />adjacent competing properties.
