The South Bend Common Council's Committee Report from the <br /> Community and Economic Development Committee <br /> The March 8, 2004 meeting of the Community and Economic Development Committee <br /> was called to order by its Chairperson,Council Member Roland Kelly at 4:22 p.m., in the <br /> Council Informal Meeting Room. <br /> Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Pi»zello, <br /> Varner,Kuspa, Coleman,Kirsits and White; Terry O'Brien, Charlotte Sobel, City Clerk John <br /> Voorde, Terry Bland of the Soak 93end%amine and Kathleen Cekanski-Farrand,Council <br /> Attorney. <br /> Council Member Kelly called for a presentation on.Bill No. 04-32 which is a five(5)year <br /> residential real property tax abatement request of South Bend Heritage Foundation,Inc. for the <br /> properties located at 1309, 1325, 1329, 1405 & 1408 West Washington Street. <br /> Specialist,then reviewed his report dated <br /> Terry J. O'Brien, an Economic Development Spec p <br /> P <br /> March 1, 2004. He noted that the petitioner plans to have five(5)homes built on the addresses <br /> listed on West Washington. These lots have been previously approved for tax abatement,but are <br /> about to expire. The homes would be built by Garden Homes and would range in price from <br /> $85,000 to $95,000. The petitioner has received fourteen(14)previous abatements. The report <br /> concluded that the petitioner qualifies for a five-year residential tax abatement under Section <br /> 2-77.1 of the South Bend Municipal Code addressing"Single Family Real Property Abatement". <br /> Charlotte Sobel,Director of Real Estate Development for South Bend Heritage made the <br /> presentation. She noted that two(2)families are ready to sign,but the new abatement is <br /> necessary to permit this. It is averaging two(2)years to get individuals"credit worthy" for such <br /> home ownership. <br /> No one from the public spoke in favor or in opposition to the Bill. <br /> Council Member Coleman then made a motion, seconded by Council Member Kuspa <br /> that Bill No. 04-32 be recommended favorably to Council.
